- 93 - Registration Of Umpires And Scorers Object To register those umpires and scorers from affiliate member clubs and leagues who wish to officiate for the Club Cricket Conference. Rules 1 , The register shall be called “The CCC Register of Umpires and Scorers (hereinafter: “The Register) and shall be maintained by the CCC Umpires and Scorers Appointments Committee (hereinafter the “Committee). 2 , Applicants for inclusion on the Register should apply in writing to the Chairman of the Committee enclosing a CV of their umpiring or scoring activities over the previous 3 years together with details of any recognised qualification (ACU&S and/or ECBOA) held and training courses attended. 3 , Any complaint made by or against registered umpires or scorers shall be made in writing to the Chairman of the CCC within 14 days of the alleged offence. The Chairman shall communicate the substance of the complaint to the subject party who, in turn, shall be requested/entitled to submit a written counter-response within 14 days. The Committee shall meet within 7 days thereafter to consider both the complaint and the counter-response. In the event that it is unable to reach a decision or to adjudicate based on the written evidence presented, the Committee shall have the right to require both parties on giving reasonable notice to attend a formal Hearing. The Committee shall also, if it deems necessary, report the facts of the matter to the Executive Council of the CCC for such further action as the Council may consider. Notwithstanding the above conditions, the Committee shall have the power to suspend or remove any umpire or scorer from the Register without being obliged to state its reasons for such removal or suspension. 4 , In all matters relating to the inclusion of umpires and scorers on the Register, the decision of the Committee shall be final. The Committee shall meet at least twice a year, or more frequently as may be considered necessary by the Chairman, to review the Register and to consider and adjudicate upon any matter not specifically covered by these Rules.
