36 (ii) The ball(s) to be used must be submitted to and approved by the umpires and captains before the toss of the coin when indication shall be given as to which is the first ball. 3.9 Replacement Ball If and when a second, or subsequent, ball is brought into play it shall be brought into play in its present condition. 3.10 Late Start (i) In the event of a late start the umpire(s) must intimate to the captain(s) of the offending team(s) that a complaint will be made to the League Secretary. The Management Committee shall have power to impose a fine not exceeding £20.00 on the offending club(s), with a deduction of 1 point for each over lost up to a maximum of 5 points. (ii) A minimum of 7 players per side must be present before a game can start. If 7 players are not present within one hour after the scheduled start, the game shall be called off and the umpires shall report the fact to the League Management Committee. 3.11 Wearing Apparel No players shall be allowed to play unless they are wearing recognised white cricket apparel. 3.12 Boundaries The boundaries on all grounds shall be clearly defined. Boundary hits shall count four runs, except that a ball hit full pitch on to, or clear of, the boundary line shall count 6 runs, unless otherwise mutually agreed by the captains before the commencement of play. 3.13 Ground Assessment (i) All grounds without sight screens shall be inspected to determine whether sight screens should be provided. (ii) Ground conditions, and especially pitches, shall be confidentially assessed by the umpires in consultation who shall submit a report to the League Secretary at their discretion. The same form shall be used if the umpires have an objection to the conduct of a player or team under Rule 7.1. 3.14 Ground Criteria – Championship League The following ten requirements must be in place at any club ground in Division 1, by the last day of September in the year/season in which they have earned the right to promotion to the Championship Division. Should the ten requirements as stated in this rule not be fulfilled by the date stated, promotion to the Championship Division will not be accepted by the League Management Committee. The ten requirements are as follows: (i) The outfield shall be flat with the grass cut short. The minimum distance to all boundaries should be 35 yards. (ii) There should be sightscreens at each end of effective height and width. They should be clean, and white (or eggshell blue). (iii) Boundaries to be clearly defined with a continuous rope or white line. (iv) A competent scorer should be available for all matches. The scoring accommodation should be separate, with a manual or electronic system accessible to the scorers.
