49 hearing, the Disciplinary and Appeals Committees reserve the right to impose further corrective actions or penalties as they see fit. 4.5 Decisions of the Disciplinary Committee (a finding that a complaint is proved or not proved or a decision on penalty) shall be by majority vote; where necessary the Panel Chairman shall have a casting vote. 4.6 Any club, where players have been found guilty of disciplinary offences on two or more occaisions in the same saeson, will be fined a sum not exceeding £50 by the LMC. In addition, if on those two or more occaisions, the offences have been committed by members of the same team of that club, then the team will incur a deduction of 20 points at the start of the following saeson 5. Appeals Procedure 5.1 A player or club shall have the right of appeal to the Appeals Committee. Notice of Appeal stating whether the appeal is against the finding, or is against the penalties imposed, and setting out the grounds must be given in writing to the Secretary of the League within seven days of the decision of the Disciplinary Committee, together with a deposit of £50.00. 5.2 If Notice of Appeal is given the penalty shall not take effect pending the hearing of the Appeal. 5.3 The appeal shall be by way of re-hearing before a different Committee. The composition of the Committee shall be at the discretion of the Chairman and shall consist of not less than three persons. The player or Club shall have the same rights of attendance and representation, and to call witnesses as they had before the Disciplinary Committee. 5.4 The Appeals Committee may confirm, vary or reverse the decision of the Disciplinary Committee and it shall have the power to increase the penalty. Decisions of the Appeal Panel shall be by majority vote, where necessary, the Chairman having a casting vote. 5.5 The Appeals Committee shall have the power, where they consider an appeal to be without merit, to order the deposit to be forfeited to the League. 5.6 The decision of the Appeals Committee or, if no appeal, of the Disciplinary Committee, shall be final and binding. 7.5 Fines Any decision by the Management Committee ordering any club to pay umpires’ fees or expenses, or any other monies must be carried out by the club concerned within 21 days from the date the club received notification from the League Secretary, failing which a fine of £5.00 will be charged. 7.6 Unforeseen Matters Any matters which may arise which are not provided for under these rules (except those relating to the laws of the game) shall be dealt with by the Management Committee whose decision shall be final.
