76 In addition, if on those two or more occasions, the offences have been committed by members of the same team of that club, then the team will incur a deduction of 20 points at the start of the following League season. 7.4.5 APPEALS PROCEDURE (i) A player or club shall have the right of appeal to the Appeals Sub-Committee. Notice of Appeal stating whether the appeal is against the finding, or is against the penalties imposed, and setting out the grounds must be given in writing to the League Secretary within seven days of the decision of the Disciplinary Sub-Committee, together with a deposit of £50.00. (ii) If Notice of Appeal is given the penalty shall not take effect pending the hearing of the Appeal. (iii) The Appeal shall be by way of re-hearing before a different Committee. The composition of the Committee shall be at the discretion of the Chairman and shall consist of not less than three persons. The player of club shall have the same rights of attendance and representation, and to call witnesses as they had before the Disciplinary Sub-Committee. (iv) The Appeals Sub-Committee may confirm, vary or reverse the decision of the Disciplinary Sub-Committee and it shall have the power to increase the penalty. Decisions of the Appeals Sub-Committee shall be by majority vote, where necessary, the Chairman having a casting vote. (v) The Appeals Sub-Committee shall have the power, where they consider an appeal to be without merit, to order the deposit to be forfeited to the League. (vi) The decision of the Appeals Sub-Committee or, if no appeal, of the Disciplinary Sub-Committee, shall be final and binding. 7.4.6 FINES Any decision by the LMC ordering any club to pay Umpires’ fees or expenses, or any other monies must be carried out by the club concerned within 21 days from the date the club received notification from the League Secretary, failing which a fine of £5.00 will be charged. 7.4.7 UNFORESEEN MATTERS Any matters which may arise which are not provided for under these rules (except those relating to the laws of the game) shall be dealt with by the LMC whose decision shall be final and binding on all parties concerned. 8 Instructions to Clubs 8.1 The Pitch (i) The pitch must be properly prepared before the toss for innings and shall not be changed during the match unless it becomes unfit for play, and then only with the consent of both Captains.
