4 Constitution, Rules & Playing Conditions 55 5 Qualification and Registration of Players 5.1 Registration (i) All players shall be registered under a defined category by their details being entered on the BDCL ECB Play-Cricket website and accepted by the Player Registrar. It is the responsibility of clubs to ensure that players’ registrations are in the correct category and have been received by the Player Registrar, along with relevant documentation (where applicable), within the necessary time-scales. No registration will be accepted whilst a player remains registered with any other club and/or there are any outstanding financial or disciplinary issues. (ii) Any player playing Saturday cricket for a club outside the BDCL is not eligible to play on an occasional basis and must satisfy the requirements of this rule. No player may be registered who plays Saturday cricket for any other club, except a Registered Cricketer with the ECB playing for a First-Class County or a player registered with the NCCC Academy, for whom a dual registration shall apply. A player playing for a First-Class County or the NCCC Academy can only play for one Saturday recreational club. Any NCCC Academy Category 1 player may receive payment or hold a NCCC Academy Summer Contract/Head of Agreement/Service Agreement. No player shall be registered concurrently with more than one club in the League. (iii) Any club wishing to register an overseas player should ensure that it is aware of, and abides by, the Managed Migration Policy adopted by the ECB in conjunction with the UK Border Agency. The accountability for clubs who wish to become involved in this process should be thoroughly understood and complied with. Clubs should not employ anyone who does not have the legal right to be in the country, or have the legal right to be employed by them and, in case of action being taken it is the Chairman and Club Committee who will be held accountable. The decision of the LMC on any question of qualification shall be full and binding on both the player and the applicant club and in arriving at that decision the following matters together with any other relevant information shall be taken into consideration: a) The nationality of the player. b) Whether the player has a home in the UK. c) Whether the player has or has had permanent full-time employment in the UK.
