4 Constitution, Rules & Playing Conditions 61 (iii) A transfer from a club within the BDCL must not be unreasonably withheld or the request will be dealt with by the LMC. A club approached by, or seeking to approach, a member of another club to move or transfer, must notify the player’s present club prior to entering into any negotiations with the player concerned. Failure by a club to comply with either will result in a ban on registering any new players other than graduates from its own youth system, the length of ban to be decided by the LMC. It is to be expected that such transfers are completed within 7 days out of season and 24 hours in season. (iv) No player who has played Saturday cricket for another club, either inside or outside the BDCL, is permitted to play for a club in the BDCL after the third Saturday in August unless a transfer is registered on or before the third Saturday in July. This rule does not apply if the club that the player is registered to has fully withdrawn from the BDCL during the course of the season. This rule does not apply to any player in Year 12 or below (Under 17 at Midnight on 31 August in the year preceding the current season). Therefore, this rule does not apply to anyone born after 31 st August 1999. Any such breach will result in the player(s) being deemed as ineligible and the sanction as advised under Rule 5.6(ii) will apply. (v) If any player leaves a club who is not transferring to another club, and has no outstanding financial issues or disciplinary matters, his registration should be cancelled by the club without any unnecessary delay. If any player leaves a club and has outstanding financial issues or disciplinary matters, his registration should remain until such time that those issues are resolved. 5.5 Timescales (i) Clubs will need to ensure that all new players are registered within the following timescales: a) Category 1 Players, who are to be registered to play for clubs in Division 1 and below, and all Cup Competitions, are to have their registrations submitted and accepted prior to the first match they play. In exceptional circumstances, and at short notice, a player may be registered to play by contacting the BDCL Help Desk BEFORE the start of the match, providing the basic details for the player (full name, address and date of birth). The player must then have their registration submitted and accepted prior to the scorecard being submitted.
