32  Applications from existing clubs desiring admission of additional teams to the  League must be in writing and received by the League Secretary by the last  day of November in the year preceding that in which they wish to take part.  1.4.2 Before a club is accepted into the League the LMC will need to be satisfied  with its status, facilities, and ability to provide active Umpires as per Rule 6.4.  The LMC will decide to which Division of the League an applicant club will be  admitted having considered the above criteria.  1.4.3 Clubs wishing to resign from the League or any Division of the League shall  give notice in writing to the League Secretary by the last day in November;  otherwise they shall be fined the current year’s subscription.  1.4.4 The LMC reserves the right to ask any club to resign if, in its opinion, the  general conduct or appointments of such a club do not satisfy the  requirements of the League.  Fourteen days’ notice of a complaint must be  given in writing to the Secretary of the club affected.  1.4.5 Any club ceasing to be a member of the League shall at once forfeit any rights  to participate in the assets of the League.  1.5  Finance  1.5.1 The BDCL is a not for profit organisation and subject to these Rules, the LMC  shall have the responsibility for the management of all its funds, property and  affairs.  1.5.2 The funds of the League shall be dealt with by and through an account with a  bank in the name of the League.  Cheques may be drawn on two signatures.   The Chairman, League Secretary and Treasurer shall be authorised signatories.  1.5.3 The financial year shall end on 30th September, after which the accounts shall  be inspected by an Independent Examiner who shall be elected at the Annual  General Meeting.  1.5.4 The entrance fee for any newly admitted club shall be £30.00.  1.5.5 The subscription from each club shall be £35.00 per team per annum to be  paid not later than 31 st  March in any year.  Any club failing to comply with this  rule shall be fined £5.00 for the first month, or part of the month, after this  date, and £20.00 for every month, or part of a month, thereafter that the  subscription remains unpaid.  1.5.6 Any club promoted to a Premier League who has no other team within this  League shall pay an affiliation fee of £10.00 per annum which will entitle them  to all rights of membership other than a vote at the Annual General Meeting  or an EGM, or representation on the LMC.  1.5.7 If the income from subscriptions is insufficient to meet League expenses, a  further levy may be made on each club.
