4 Constitution, Rules & Playing Conditions 37  2.3.3.1   The number of matches won.  2.3.3.2   The number of points achieved from winning draws.  2.3.3.3   The net run rate over all completed matches.  2.3.3.4   The toss of a coin.  2.3.4 A team shall forfeit promotion in favour of the next eligible team if such  promotion would result in a contravention of Rule 2.1.4.  2.3.5 Should the relegation of a team result in a contravention of Rule 2.1.4, the  team in the lower Division that season shall be demoted, irrespective of its  finishing position, instead of the team in the highest relegation position.  2.4  Fixtures  2.4.1 Fixtures will be played on dates arranged by the Fixture Secretary.  2.4.2 A club’s league fixtures will take precedence over any other match.  2.4.3 The Fixture Secretary will publish all League Fixtures to all clubs by the end of  December each year of the close season.  Clubs will be allowed up to three  amendments (arranged between them) and returned on a pro forma to the  Fixture Secretary within 14 days.  Where clubs cannot agree upon a desired  amendment, a submission should be made to the LMC, whose decision shall  be final.  Clubs with a 3 rd  XI may be allowed additional flexibility with the  consent of the Fixture Secretary.  Final fixtures will be made available to Clubs via email and published via the  BDCL website and the BDCL ECB Play‐Cricket website.  2.4.4 Fixtures shall be made for each Saturday between late April and mid‐ September, including one Bank Holiday.  Other Bank Holidays during the  season shall be used as required.  In exceptional circumstances, the Fixture Secretary may arrange fixtures to be  played on Sundays.  2.4.5 Where, for any reason, there are more than twelve teams in a Division, the  clubs in that Division shall be balloted to ascertain whether each team should  play each other twice, both home and away, or should fulfil a reduced  programme of fixtures arranged by the Fixture Secretary.  Should a ballot be  tied, the LMC shall decide on the number of fixtures to be arranged.  2.4.6 Any request for a change of fixture after 31 January must be submitted in  writing to the Fixture Secretary not less than ten days before the date of the  proposed change.  Such changes must have the sanction of the LMC who will  only allow them in exceptional circumstances.  2.4.7 The League Secretary will notify clubs of dates on which a Representative XI  may be required.  No player selected to play for the League in a representative  match will be allowed to play in any competition within the League’s
