4 Constitution, Rules & Playing Conditions 69 7.5.2.3 From the evidence contained within the report, the matter is more serious and warrants a full Disciplinary Hearing of the League Disciplinary Sub‐Committee, which shall be convened and arranged by the League Secretary on behalf of the Chairman. 7.5.3 Accumulated Offences will not be considered, where the victim of the alleged incident is a young person who, due to age, is a player who is competing under the 'YOUNG PLAYER REGULATIONS' and the relevant safeguarding regulations. 7.5.4 The decision of the Chairman of the League Disciplinary Sub‐Committee as to which of the above options will be implemented is final and binding. 7.6 DISCIPLINARY HEARING 7.6.1 The Chairman of the Disciplinary Sub‐Committee shall convene a hearing as soon as practicable and in any event within 21 days of the decision to refer. Any adjournments may be granted at the discretion of the Chairman of the Disciplinary Sub‐Committee. 7.6.2 In any case which is referred for a Disciplinary Hearing, at least seven days’ notice in writing of the hearing and of the offence(s) alleged shall be given to the player, or in the case of a club, its Secretary. 7.6.3 The player and Captain shall be required to attend the hearing (in the case of a club by its Secretary or other official). In addition, the player can be supported by a club colleague and to call witnesses. 7.6.4 The hearing shall be conducted by the Disciplinary Sub‐Committee of the League which shall consist of not less than three persons. 7.7 LEVELS and PENALTIES 7.7.1 The umpires shall act on any unacceptable conduct. Four levels of offence and the corresponding actions by the umpires are identified as Level 1, Level 2, Level 3 and Level 4 Offences in Law 42.2 to 42.5. 7.7.2 If either umpire considers that the conduct of a player, at any time during the match, is unacceptable, the umpire concerned shall call and signal ‘Dead Ball’. This call may be delayed until the umpire is satisfied that it will not disadvantageously affect the non‐offending team. 7.7.3 The umpire concerned shall report the matter to the other umpire and together they shall decide whether there has been a breach of the disciplinary code. If so, they shall determine into which of the levels of conduct it falls, as set out in the Level 1 to Level 4 Offences below, and then apply the appropriate sanction. 7.7.4 If the offence is committed by a batsman, the umpires shall summon the offending player’s captain to the field. Solely for the purpose of this Law, the batsman at the wicket may not deputise for his captain.
