74  7.11.2.5  As soon as is practicable the umpire shall:  •  Award 5 Penalty Runs to the opposing team.  •  Signal the Level 4 penalty to the scorers.  •  Call Play.  7.11.2.6  The umpires shall report the occurrence as soon as possible after the  match to the League Secretary who will take any further action that is  considered appropriate against the captain, any other individuals  concerned and, if appropriate, the team.  7.11.3 Penalties  Offences at this Level will receive a ban from all cricket of at least 10 weeks  and/or a fine and/or a deduction of match points.  7.12 Captains refusing to remove a player from the field of play  7.12.1 If a captain refuses to carry out an instruction under Level 3 or Level 4  offences, the umpires shall invoke Law 16.3 (umpires awarding the match).  7.12.2 If both captains refuse to carry out instructions under level 3 or Level 4  offences in respect of the same incident, the umpires shall instruct the players  to leave the field.  The match is not concluded as in Law 12.9 (Conclusion of  match) and there shall be no result as in Law 16 (The result).  7.13 Additional points relating to Level 3 and Level 4 offences  7.13.1 If a player, whilst acting as wicket‐keeper, commits a Level 3 or Level 4 offence,  Law 24.1.2 shall not apply, meaning that only a nominated player may act as  wicket‐keeper, even if another fielder becomes ill or injured and is replaced  by a substitute.  7.13.2 A nominated player who has a substitute or runner will also suffer the penalty  for any Level 3 or Level 4 offence committed by the substitute or runner and  will be reported under Level 3 offence or Level 4 offence.  7.13.3 The following signals are for Levels 3 and 4 of the player conduct offences.   Each signal has two parts, both of which should be acknowledged separately  by the scorers:  7.13.3.1  Level 3 conduct:  Part 1 ‐ by putting one arm out to the side of the body and repeatedly  raising it and lowering it.  Part 2 ‐ by raising both hands, all fingers spread, to shoulder height,  palms facing towards the scorers.
