4 Constitution, Rules & Playing Conditions 49  The decision of the LMC on any question of qualification shall be full and  binding on both the player and the applicant club and in arriving at that  decision the following matters together with any other relevant information  shall be taken into consideration:  5.1.3.1  The nationality of the player.  5.1.3.2   Whether the player has a home in the UK.  5.1.3.3   Whether the player has or has had permanent full‐time employment in  the UK.  5.1.3.4   The length of any working contract outside the UK.  Clubs will be asked to forward a copy of a player’s passport to the Player  Registrar and/or such other documentary evidence that the LMC and/or  Player Registrar may reasonably require to enable them to make their decision  on the question of qualification.  5.1.4 Only players in Category 2 or Category 3 may be remunerated.  The registration of a Category 2 or Category 3 player may be cancelled with  the prior agreement of the LMC.  A replacement may then be registered and  be eligible to play in accordance with the timescales as advised in 5.5.1.2.  below.  The names of players registered in Category 2, Category 3, Category 3  (Exempt) and players registered under Category 1 whom are either registered  with a First‐Class County and overseas players now eligible to play for England  due to either residence and/or citizenship will be made publicly available via  the BDCL website.  5.1.5 Any Junior Player in Year 8 at School (Under 13 at Midnight on 31 August in  the year preceding the current season) is eligible to play in the BDCL providing  explicit written consent from a parent or guardian is obtained before  participating in Open Age Cricket.  The form submitted must follow the  template as supplied by the NCB, which is available via the BDCL website.  Copies of the completed forms are to be submitted to the Player Registrar  prior to the registration being submitted.  Therefore, anyone born between 1 st  September 2005 and 31 st  August 2006  inclusive is NOT eligible to play in this League UNTIL explicit written consent  has been received by the Player Registrar.  Any such breach will  result in the player(s) being deemed as unregistered and  the sanction advised under Rule 5.6.3 will apply.  5.1.6 Any Junior Player in Year 7 or below (Under 12 at Midnight on 31 August in  the year preceding the current season), under a directive provided by the NCB,  cannot  play in open age cricket under any circumstances, unless they are  listed on the NCB ‘Approved List’.  This also extends to include players not  listed on team sheets but who take to the field of play under any guise.
