58  6.5  Assessment of Umpires  6.5.1 Umpires in ALL  Championship and Division 1 matches shall be confidentially  assessed by Captains on their performance in every match, by completing the  ‘Umpires Assessment Form’ available via the BDCL website.  All reports submitted are to be received within five days of the match.  A report is not required if a match is cancelled.  A sanction of a 1‐point reduction from any team’s Divisional total in the  relevant season shall be imposed for each match where there is non‐ compliance with this rule.  6.5.2 Umpires in all other Divisions may be confidentially assessed by Captains of all  teams on their performance, by completing the ‘Umpires Assessment Form’  available via the BDCL website.  6.6  Ground Assessment  Ground conditions, and especially pitches, shall be confidentially assessed by  the umpires in consultation who shall submit a report to the League Secretary  at their discretion.  7 Extraordinary Matters 7.1  Objection  Any club, having any objection to the conduct of any Umpire, player or team,  or any Umpire having any objection to the conduct of any player or team in a  League match, must state such objections in writing to the League Secretary  who, in matters concerning Umpires, will forward a copy to the Secretary of  the BDUA.  If the objection is sustained, such Umpire, player or team shall be  dealt with at the discretion of the LMC.  The standard of proof required at all Disciplinary Hearings will be achieved by  considering the  ‘Balance of Probability’ .  7.2  Protest  7.2.1 Any protest shall be lodged with the League Secretary in writing within 4 days  following the match.  7.2.2 A copy of such protest shall be sent to the club against whom the protest is  made and confirmation that this has taken place must be lodged with the  League Secretary.  7.2.3 Each protest is to be accompanied by a fee of £5.00 which shall be forfeited if  in the opinion of the LMC there be no reasonable grounds for such protest,  but which shall be refunded if such protest is sustained.
