4 Constitution, Rules & Playing Conditions 71  8.3  Hospitality  8.3.1 Changing facilities, preferably separate from the players’ dressing rooms,  should be available for the Umpires and should be secure, clean and tidy.  Clean white coats should be available.  8.3.2 Each club must have adequate sanitary accommodation on the ground and a  complete first‐aid kit available in the pavilion.  8.3.3 The home club should provide twelve teas for the visitors who should pay for  eleven, the twelfth being a complimentary tea for the scorer, and a  complimentary tea for each Umpire.  The LMC requests that the charge levied on the visiting team should not  exceed £33.00.  8.4  Personnel  8.4.1 If, at the toss of the coin, a player or players have not arrived at the ground  the Captain should inform his opposite numbers and the Umpires giving the  name of any missing player, who may not therefore be changed without the  consent of the opposing Captain.  8.4.2 An incoming batsman should pass an outgoing batsman on the field of play.  8.4.3 In the case of illness or injury during the game a substitute, or a runner, is  allowed of right; and at the discretion of the Umpires for other wholly  acceptable reasons.  It is a sporting gesture for the batting side to offer a substitute to the fielding  side when the latter has nobody available.  8.5  Insurance  8.5.1 Each club is strongly recommended to ensure that it has Public Liability,  including employer’s Liability, Insurance cover for a minimum of £2,000,000.  8.5.2 Clubmark Accredited Clubs, or those wishing to gain Clubmark Accreditation,  will need to possess the minimum amount as specified by the ECB.  8.6  Scorers  8.6.1 In all games, each team shall provide their own competent, non‐playing  scorer.  If a team fails to provide a scorer, the scoring duties shall be provided by the  players, when available.  In instances where no player is available to score due  to fielding duties, the Captain is to ensure that the scorer is aware of all Players  names where necessary.  It is the responsibility of both teams to ensure that all the information  required is provided in order to comply with Rule 2.7.
