4 Constitution, Rules & Playing Conditions 41  4.1.2 The previous season’s League Averages will be listed on the league web site  where the following criteria are met:  4.1.2.1   Batting ‐  Championship and Division 1  a minimum of 300 runs  Divisions 2 & 3  a minimum of 250 runs  Divisions 4 and above  a minimum of 200 runs  For all Divisions, a minimum average of 20 is required  4.1.2.2   Bowling ‐ All Divisions  a minimum of 20 wickets  4.3  Timescales and Criteria  Outstanding issues with relation to any part of Rule 2.7 must be dealt with by  Midnight on the Wednesday following the last match of the season otherwise  players from those clubs may not be considered.  5 Qualification and Registration of Players 5.1  Registration  5.1.1 All players shall be registered under a defined category by their details being  entered on the BDCL ECB Play‐Cricket website and accepted by the Player  Registrar.  It is the responsibility of clubs to ensure that players’ registrations are in the  correct category and have been received by the Player Registrar, along with  relevant documentation (where applicable), within the necessary time‐scales,  with the exception of Category 3 (Exempt) players as indicated under Rule  5.2.4 [final paragraph].  No registration will be accepted whilst a player remains registered with any  other club and/or there are any outstanding disciplinary and/or financial  and/or welfare or safeguarding issues.  The BDCL complies fully with the ECB policy outlined in the Non‐First Class  Rules and Regulations regarding Player Discipline (i.e. any player banned from  playing Cricket played under the auspices of ECB, will be banned from the  BDCL until such ban is served).  This is also compliant with NCB Policy.  The LMC has the discretion to reject any registration.  5.1.2 Any player playing Saturday cricket for a club outside the BDCL is not eligible  to play on an occasional basis or must satisfy the requirements of this rule as  detailed below.  This rule does not apply for clubs that have teams in both  BDCL and SNCL.  No player may be registered who plays Saturday cricket for any other club,  except a Registered Cricketer with the ECB playing for a First‐Class County, or  a player who is able to provide evidence of being in full‐time Further/Higher  Education who is registered within another League within proximity of that  registration, for whom a dual registration shall apply.
