Cheshire Cricket League Constitution c) An Appeals panel will then be set up by the General Secretary usually with three members to consider the Appeal. None of the panel members will have any connection with the original decision nor have any conflict of interest through their club affiliations. Additionally, a Secretary to the Appeal, who shall not be entitled to vote, may be appointed. d) Appeal outcomes will be reported to the appellant clubs and individuals in writing. 19. Fines and Penalties Once a team has accumulated 10 Administration fines in one season , each subsequent fine will lead to 5 points being deducted from its League points total. The following fines will be levied: NOTE: All fines referred to above shall be subject to ratification by the Executive Committee. a) For non-attendance at Annual or rule change discussion meeting - Fine £15.00. b) For non-fulfilment of 1st XI fixtures a fine payable to the League and a points deduction on the following basis: For a first offence in any season – Fine of £15.00 For a second offence in any season – Fine of £22.50 For each subsequent offence in any season – Fine of £30.00 In all the above cases fifteen league points will be deducted per offence c) Where any team does not fulfil a 2nd XI fixture: For the first 2 games conceded there shall be no points deduction, however, upon a third game being conceded a 15-point deduction will be incurred with a further 5-point deduction for each game conceded thereafter. d) Concessions must start at the lowest team or teams below the conceding team will be penalised as well 20. Application for Membership All applications for membership must be in writing to the General Secretary and accompanied by the entrance fee of £20.00 which will be returnable in the event of any application being unsuccessful. All applicant Club grounds and facilities will be inspected by the Ground Inspection Sub-Committee or a Special Sub-Committee appointed by the Executive Committee before their applications are considered by the League and applicant Clubs must receive a two-thirds majority of all member clubs for such an application to be successful. 75
