9 21. Umpires Unable To Take Appointments Should any umpire be unable to take any appointments, he must notify the Hon. Secretary of the Umpires’ Association who will arrange a substitute from the League’s list of official umpires. 22. Umpires’ Association The Umpires’ Association shall be an integral part of the League and subject to its rules and requirements. 23. Complaints In the event of any complaint being made against a club, the League Secretary should acquaint the offending club of the exact nature of the complaint at least seven days before the League meeting at which such complaint should come up for consideration. A club shall not be called unless it has received seven days notice as above. The complaint must be made in writing and accompanied by a fee of £2. The fee will be forfeited if the Committee considers the complaint or appeal frivolous and refunded if considered reasonable. Should the complaint be proved the offending club shall be dealt with as the Committee may direct, taking into account Rule 31. 24. Financial Defaulters No player who has not fulfilled his financial obligations to his club in this League shall be allowed to play for another club in this League. 25. Promotion and relegation The teams finishing first and second in Division Two and each lower division will be promoted to the next highest division, and any subsequent promotions will be made in the case of teams having withdrawn from the division above. All promotions must be approved by the League. The bottom two clubs of Division One and all subsequent divisions, excepting the lowest division, will be relegated except where teams have withdrawn from that Division or promotion from that Division has moved a side out of a relegation place. i.e. If one team has withdrawn or three teams have been promoted then only one team will be relegated, and if two or more teams have withdrawn or four or more have been promoted then no teams will be relegated. In no instance shall this rule operate so as to allow one club to field two teams in the same Division. In the event of two or more teams having equal number of points at the end of the season, the head-to-head record of the teams to be taken into account, i.e. if Team A beat Team B twice then Team A will finish higher. If the two teams had one win each, the team with the faster run rate in the matches involving the teams will finish higher. If the run rates are equal, then the team losing the fewer number of wickets in the matches involving the teams will have the priority. If still equal, then the team with the fastest run rate over the season in all completed matches will have the priority. 26. Rules Governing Body All games to be governed by the General Rules as the MCC except where certain rules are not adopted.
