10 27. Alteration of Rules Any suggested alteration of rules by clubs shall be proposed by one club and seconded by another club, both clubs to send suggested alteration to the League Secretary by September 30th each year, and such suggested alterations to be circulated among the clubs to allow at least 14 days notice before the AGM. 28. Arrears A club in arrears at the time of the AGM of the league shall have no voice or vote on any matter. The league shall hold members of such club responsible for the debt and no member of the club will be allowed to (a) transfer to any other league club (b) play for any other League club until he can prove to the League Committee that he has paid his liabilities to the club arrears. Furthermore the club in debt at the time of the AGM will not be permitted to play in the League until the debt is paid. 29. Teams Using Council Grounds Teams must pay all dues for use of the ground to the League within 28 days of the account, or be fined as per Rule 23. The council groundsman shall be the sole judge of the fitness of the Council Recreation Grounds for play. Procedure agreed with Bradley & NELC for pitch cancellation, For Bradley If a game needs to be cancelled the home team must contact Gary Precious 01472 325300 or email Gary.Precious@nelincs.gov.uk at latest by 330pm on a midweek match day or at weekends by 1230pm With respect to the weather a game can be cancelled up to the first ball being bowled, again use the contact details as above. If a game has to be cancelled after 330pm but prior to the official start time for any other reason than weather related a full fee will be charged and levied to the team responsible for the cancelation. If there are any other issues ie state of the pitch / playing area, in the first instance Bradley are to be informed and the league notified, if a game is played a fee will still be charged. For NELC pitches(all other public pitches) If a game needs to be cancelled the home team must contact NELC 01472 313131 or Parks Attendant 077300143111 and email Phil Hewitt Phil.Hewitt@nelincs.gov.uk at latest by 330pm on a midweek match day or at weekends by 1230pm With respect to the weather a game can be cancelled up to the first bowl being bowled, again use the contact details as above.
