11 30. Extra Rules The Committee shall have the power to deal with any matter that may not arise affecting the League which is not provided for in these rules. 31. Disciplinary Code 31.1.1. For any player in the course or in connection with a match to misconduct himself or act at any time in a manner calculated to prejudice the good name or interests of the League, and 31.1.2. For any club to fail to properly to control or discipline its players to act in a manner calculated to prejudice the good name of the League, and the player and club committing an offence shall be liable to penalties in the manner and as described hereafter. 31.2. For the purpose of these rules the expression "the player" shall throughout these rules be deemed to mean and include not only any player, whether a professional or otherwise, but also any member or official of any club or if appropriate any person involved in any incident of possible misconduct occurring on the field of play, or on the premises of the club, as may he appropriate in the particular circumstances. 31.3. Before any penalty is imposed there shall be a disciplinary hearing before the Disciplinary Subcommittee of the League. At least seven days notice shall be given to the player, or in the case of a club, its secretary, in writing. The club or player shall be entitled to attend the hearing (in case of a club by its secretary or other official), to legally or otherwise represent and to call witness. 31.4. If at the hearing the Disciplinary Subcommittee find the offence alleged proved it shall have the power to impose one of the following penalties: In the case of a player 31.4.1. expulsion from the League 31.4.2. suspension for one or more matches 31.4.3. a fine of not more than £100 31.4.4. reprimand; save that a player may be for the same offence both suspended and fined. In the case of a club 31.4.5. expulsion from the League 31.4.6. suspension from any cup or competition of the League 31.4.7. deduction of points in the League 31.4.8. a fine of not more than £100 31.4.9. reprimand; save that a club for the same offence may be subject to both deduction of points and a fine. 31.5. A player or club found by the Disciplinary Subcommittee to have committed an offence or upon whom the Disciplinary Subcommittee has imposed a penalty shall have the right to appeal to the Appeals Subcommittee. Notice of appeal setting out the grounds must he given in writing to the League Secretary within seven days of the decision of the Disciplinary Subcommittee, together with a deposit of £20. Upon giving Notice of Appeal the penalty shall not take effect pending the hearing of the Appeal.
