10 28. Arrears A club in arrears at the time of the AGM of the league shall have no voice or vote on any matter. The league shall hold members of such club responsible for the debt and no member of the club will be allowed to (a) transfer to any other league club (b) play for any other League club until he can prove to the League Committee that he has paid his liabilities to the club arrears. Furthermore the club in debt at the time of the AGM will not be permitted to play in the League until the debt is paid. 29. Teams Using Council Grounds Teams must pay all dues for use of the ground to the League within 28 days of the account, or be fined as per Rule 23. The council groundsman shall be the sole judge of the fitness of the Council Recreation Grounds for play. Procedure agreed with NELC for pitch cancellation, If a game needs to be cancelled the home team must contact NELC 01472 313131 or Parks Attendant 077300143111 and email Chris Pulford ( chris.pulford@nelincs.gov.uk ) at latest by 330pm on a midweek match day. With respect to the weather a game can be cancelled up to the first bowl being bowled, again use the contact details as above. If a game has to be cancelled after 330pm but prior to the official start time for any other reason than weather related a full fee will be charged and levied to the team responsible for the cancelation. If there are any other issues ie state of the pitch / playing area in the first instance NELC are to be informed and the league notified, if a game is played a fee will still be charged. Extra Rules The Committee shall have the power to deal with any matter that may not arise affecting the League which is not provided for in these rules. 31. Disciplinary Code 31.1.1. For any player in the course or in connection with a match to misconduct himself or act at any time in a manner calculated to prejudice the good name or interests of the League, and 31.1.2. For any club to fail to properly to control or discipline its players to act in a manner calculated to prejudice the good name of the League, and the player and club committing an offence shall be liable to penalties in the manner and as described hereafter. 31.2. For the purpose of these rules the expression "the player" shall throughout these rules be deemed to mean and include not only any player, whether a professional or otherwise, but also any member or official of any club or if appropriate any person involved in any incident of possible misconduct occurring on the field of play, or on the premises of the club, as may he appropriate in the particular circumstances. 31.3. Before any penalty is imposed there shall be a disciplinary hearing before the Disciplinary Subcommittee of the League. At least seven days notice shall be given to the
