GRIMSBY & DISTRICT CRICKET RULES-continued (b) That each fielding side shall provide its own ball. It shall not be compulsory to provide a new ball but the ball provided must be leather covered and approved as fit for play by the Umpires and must be in their possession before the fielding side takes the field. This rule to apply to First Division games only. 18. Match Results. The Secretary of the Home Club must advise the Secretary of the League the result of each match (whether cancelled or not) on the Official Form provided, not later than 48 hours following the match. A fine of 10/- will be imposed for non-compliance with this rule. 19. Umpires. Neutral Umpires shall officiate in all Senior Divisions Matches. Each Club with a team in other Divisions shall whenever possible nominate one or more approved Umpires to officiate in its own Club matches. 20. Payment of Umpires. The Umpires' Fees shall be 10/- in the First and Second Divisions ofthe League and 7/6d. in all other Divisions of the League, plus any expenses incurred. This to be shared by both Clubs equally. If a match has been cancelled but the Umpires have not been informed of such cancellation and they report to the ground to officiate at the match, the Umpire shall be paid 5/- in the First and Second Divisions and 4/- in all other Divisions, plus any expenses incurred. 21. Umpires unable to take Appointments. Should any Umpire be unable to take any appointments. he must notify the Hon. Secretary of the Umpires Association wh@ will arrange a substitute from the League's list of official Umpires. 22. Umpires Association. The Umpires Association shall be an integral part of the League and subject to its rules and requirements. 23. Complaints. In the event of any complaint b!ing made against a Club, the Hon. Secretary should acquaint the offending Club of the exact nature of the complaint at least seven days before the League Meeting at which such complaint should come up for consideration. A Club shall not be called upon to answer any complaint at a League Meeting unless it has received seven days noti~ as above. The complaint must be made in writing and accompanied by a Fee of 10/6d. The Fee will be forfeited if the Com– mittee consider the complaint or appeal frivolous and refunded ifconsidered reasonable. Should the complaint be proved, the offending Club shall be dealt with as the Committee may direct. 24. Financial Defaulters. No player who has not fulfilled his financial obligations to his Club in this League shall be allowed to play for another Club in the League. 25. Relegation and Promotion. The \\<inning team of the 2nd Division and such lower Divisions may apply for promotion to the next highest Division subject to its ground appointments being of sufficient standard an9 if the pro:notion is approved by the League in General Meeting, bottom Club of the next highest Division will be relegated but in no instance shall this rule operate so as to allow any one Club to field two teams in the same Division. In the event of two or more teams having equal number of points at end of season, for promotion and relegation purposes, a play-off shall be arranged by the League Secretary to decide who shall be promot<,d or relegated. 26. Rules Governing Play. All games to be governed by the General Rules of the M.C.C. except where certain rules are not adopted.· 27. Alteration of Rules. Any suggested alteration of rules by Clubs shall be propcsed by one Club and seconded by another Club, both Clubs to send suggested alteration to the League Secretary by the 31st October each year, and such suggested alteration to be circulated amongst the Clubs to allow at least fourteen days notice before the Annual General Meeting. 28. Arrears. A Club in arrears at the ti;ne of the Annual General Meeting of the League shall have no voice or vote on any matter. The League shall hold all members of such Club responsible for the debt and no member of the Club will be allowed to transfer to any other League Club until he can prove to the League Committee that he has paid his liabilities to the Club in arrears. 29. Teams using Corporation Grounds. All tea:ns using the Corporation Recreation Grounds shall pay a deposit of40/- in addition to the League Deposit (see rule 8). They must also pay all dues for use of the ground to the League on demand. The Corporation Groundsman shall be the sole judge of the fitness of the Corporation R'-;reation Grounds for play. 30. Extra Rules. The Committee shall have power to deal with any matter which may arise affecting the League which is not provided for in these rules. 29
