In the event of no satisfactory improvement being made the matter shall be reported to the Annual General Meeting. 7. SUBSCRIPTIONS. The Annual Subscription shall be Three Guineas and shall be paid seven days before the Annual General Meeting. 8. VOTING. Officials and each Club Representative shall have or:e vote only. The Chairman shall have a casting vote. 9. ARRANGEMENTS OF FIXTURES. Fixtures for the season to be made by the League Officials. FixturE's to be puLlishcd by the 31 st Ja·rnary of each year, 10. PLAYERS. Clubs must register with the Hon. Secretary all playing members each year before commencement of the season. Additional registrations can be effected, applications to be forwarded to the Hon. Secretary. 11. TRANSFER OF PLAYERS. No Affil iated League Club, either through its Officials or any person or society interested in the Club shall approach during the current playing season, any player of any other Affiliated League Club for the purpose of securing his services at any ti me without first giving seven days' notice of their intention to negotiate. This notice must be given to the Secretary of the players' Club in writing and by registered post. No player shall negotiate with any other League Club unless he can produce an official permission from his present Club. Such permission shall not be withheld unless the player has failed to fulfil all his financial obligations to his Club. The player shall have the right to appeal to the Committee if permission is w ithheld without just cause. A Transfer Fee of 2/- is payable to the League Secretary at time of transfer. 12. METHOD OF SCORING POINTS. All games shall be allowed five points for an outright win. Two points to be awarded for a tie. In a drawn game the team scoring the highest number of runs shall be awarded three points and their opponents one point. All abandoned and matches cancelled through the weather shall count as a tie. The position in the League to be determined by percentage of points obtained. The miniumm number of matches to be played shall be fourteen. 13. CANCELLATION OF MATCHES. No match shall be cancelled through weather before 11 a.m. on the day of the match unless authority is obtained from the League Secretary. *See M.C.C. The Laws of Cricket. Duties of the Umpires, note 5. 14. HOURS and CONDITIONS OF PLAY. Punctuality is absolutely essential. All matches shall commence at 2.30 p.m. Clubs wishing to start at 3 p.m. may do so by mutual consent, but must notify the Secretary of the Umpires' Association not less than fourteen clear days before the match in question. Games shall be of 100, 90, 80 or 70 six ball overs' duration to be declared by the Captains before the match. Should a start not be able to be made before 5 p.m. through the weather then sixty overs may be played. Failing agreement between the Captains the matter shall be decided by the Umpires. Should the team batting first be still at the crease when half the number of overs agreed upon is expired they shall declare their innings closed and their opponents shall then bat for an equal number of overs. In the event of the team batting first being all out or declaring before the expiration of their allotted overs, the batting time of their opponents shall be increased by the number of complete overs unused by the opposition. Should the team batting second be not all out when time is called the result shall be a draw. In case of rain, stumps shall not be drawn before 6 p.m. without the consent of both Captains.
