27. ALTERATION OF RULES . Any suggested alteration of ru!es by Clubs sha ll be proposed by one Club and seconded by another Club, both Clubs to send suggested alteration to the League Secretary by the 31 st October each year, and such suggested alteration to be circulated amongst the Clubs to allow at least fourteen davs' notice before tha Annual General Meetings. 28. ARREA-RS. A Club in arrears at the time of the Annual General Meeting of the League shall have no voice or vote on any matter. The League shall hold all members of such Club responsible for the debt and .no member of the Club will be allowed to transfer to any other League Club until he can prove to the League Committee that he has paid, his liabilities to the Club in arrears. 29. TEAMS USING CORPORATION GROUNDS . All teams using the Corporation Recreation Grounds shali pay a deposit of 40/- in addition to the League Deposit (see rule 8). They must also pay all dues for use of the ground to the League on demand . The Corporation Groundsman shall be the sole judge of the fitness of the Corporation Recreation Grounds for play. 30. EXTRA RULE:s. The Committee shall have power to deal with any matter which may arise affecting the League which is not prov ided for in these rul es. HINTS TO SECRETARIES 1. Make yourself fully conversant with the rules of the League and observe them. 2.. Be sure that al l your players complete and sign the .Registration; Form. These forms will help you to complete the League Registration Form and can be used as evidence in case of disputes . 3. Reply to all correspondence at the earliest possible opportun ity. The job has only to be done once. 4. Notify any change of address to the League Secretary at once. 5. Attend all meetings, or arrange that your club is reoresen.ted. 6. Instruct your team captain to ensure that the umpires are treat - d courteously by the members of your side whilst play is in progress, and bring to the notice of ·your Committee any conduct likely to bring your club, or the game, into disrepute. 7. Study the rule about the cancellation of League matches. 8. You must advise the League Secretary the result of each match (whether cancelled or not) on t he Official Form provided nr0t later than 48 hours following the match. 9. Should your match be off for any reason, inform the umpire immedi– ately. 10. Before signing a player, be sure that he has fulfilled his financial obligations to his previous club. 11. Submit your best averages to the League Secretary by the end of October. 12. The Committee request that all clubs and players shou ld patronise the Advertisers in this Handbook .
