ARREARS No Club in arrears at the time of the Annual General lVleeti ng o-f th e League shall have no voice or vote on any maner. The League shall ho ld all members of such Club respons ible for the debt and no member of the Clu b shall be all owed to transfer to any other League Club until he can prove rn t he League Committee that he has paid his li abilities to the Club in arrears. 25.
