. 18. Umpires Neutral umpires shall officiate at all matches. Both club captains shall submit -a report on Umpires in space provided in ,the score sheet. Offenders shall be fined fifty pence. 19. Payment of Umpires During the interval clubs shall pay the current Umpires' Assoc·iation fee, plus any expenses incurred. This is to be shared by both clubs equally. If a match has been cancelled but 1he Umpires have not been informed of such cancellation ,and 1hey turn up to officiate at the match, the Umpires shall be ,paid half the cur-rent fee plus any expenses incurred. In the event of no play being possible through the weather and the Umpires turn up, they shall also be paid half of the current fee plus ,any expenses incurred. Ail divisions _shall have the same fee. 20. Complaints In the event of any complaint ,being made against a club, •the <Hon. Secretary of tfte ,League -should acquaint the offending club of the exact nature of the complaint within seven days before 1he ,t:eague meeting at which such complaint should come up for consider-ation. A club shall not be called upon 10 answer any complaint at a 1 League Meeting unless it has received seven days' notice as above. The complaint must be made· in wri,ting and accompanied by a ·fee of 50 pence. The fee will be forfeited 'if the Committee consider the complaint or appeal frivolous -and refunded if con– sidered reasonable. •Should the complaint •be proved. the offending club -shall be dealt with as the Comrnit\ee may direct. 21. Financial Difficulties No player who has not fulfilled his financial ohllga– tion to his club or whose club has not fulfill( its obligation 10 the ,League shall not be allowed to ,..1ay for another club in the •League. 22. Alteration of Rules Any suggested alteration -to the Hules should be sent to the Hon. Secretary of the 1League by 31 st August of
