Arrears r--, No club in arrears at the time of the Annual Ge. 11 Meeting of the .League shall have no voice o r vote on any matters. The League shall hold all members of such club responsible for the debt and no member of the club shall be allowed to transfer to any other League club until he can prove to the League Commit– tee that he has paid his liabilities to the club in arrears. 24. Extra Rules The Committee shall have t he power to deal with any matter which may arise affecting the League which is not provided for in these Rules. 25. Clubs twelve months in ,arrears shall be liable to expulsion from the 1League. 26. Ground and Facilities of All Clubs in t he League to be of a standard approved by the ·League Committee. Requirements to be detailed on an official Ground inspection Report Pro,Forma and to be adjudged by an approved inspection committee. Any club where ground and facilities do not comply with the League's stan– dards to be reported to the League Committee. The Ground Inspection Committee shall comprise· of two members of the Institution of Groundsmen and Greenkeepers plus an official of the ·League. Seven days' notice to be given by t he League 1Secretary tq the Secretary of the club prior to the inspection ' --s,g carried out. An official of the club to be present a, .,10 time of visit of the Ground Inspection Committee. Ground Inspections to be carried out every five \f.Qars or at any time as ·instructed by the League Cornn ,e. A fee of one pound will be charged for each inspec.,on. A copy of each ground inspection report to be for– warded to the cub concerned by the 'League Secretary. Further copies to be retained by the Institution of Groundsmen and Greenkeepers a nd the :League Sec– retary.
