23 Arrears No club in arrears at the time of the Annual General Meeting of the 'League shall have no voice or vote on any matters. The League shall hold all members of such club responsible for the debt and no member of the club shall be allowed to transfer to any other Lea<"•e club until he can prove to the League Commit– tee' t he has paid his liabilities to the club in arrears. 24 Extra Rules The Committee shall have the power to deal with any matter which may arise attect ,119 the League which is not provided for in t hese Rules. Captains to mark opponents' outstanding fielder in space provided on official score sheet. 25 Clubs twelve months in arrears shall be liable to expulsion from the League. 26. Ground and Facilities of A ll Clubs in the League to be of a standard approved by the League Commit– tee. Requirements to be detailed on an official Ground inspection Report Pro-Forma and to be adjudged by an approved inspection committee. Any club where ground and facilities do not comply with the League's " standards to be reported to the League Committee. The Ground Inspection Committee shall comprise of two members of the Institution of Groundsmen and Greenkeepers plus an official of the League. Seven - days' notice to be given by the League Secretary to the Secretary of the club prior to the inspection being carried out. An official of the club to be present at the time of visit of th e Ground Inspection Committee. C-·-,und inspections to be carried out every five ye or at any time as instructed by the League Committee. A fee of one pound will be charged for each inspection. A copy of each ground inspection report to be for– warded to the club concerned by the League Secretary. Groundsmen and Greenkeepers and the League ::, ,cretary. Ti Promotion and Relegation This will be on a two up, two down basis between the divisitions.
