3. FIXTURES 3.1 Arrangement of Fixtures The fixtures shall be published by 31st December and subsequently in the League Handbook. 3.2 Failure to Fulfil a Fixture Any Oub failing to fulfil an arranged fixture by default shall be fined as per Rule 9, and warned as to its future conduct. Points for the match shall be awarded to the non-offending Oub, and any expenses involved shall be the responsibility of the offending Oub. 3.3 Teas The visiting team shall pay for a minimum of eleven teas. 4. PLAYERS 4.1 Registration A player shall be considered registered with the Club .for which he plays his first League match of the season. 4.2 Transfer of Players No League Oub, either through its Officers, or any person or society interested in the Oub, shall approach during the current playing season any player of any other League Oub for the purposes of securing his services at any time without first giving seven days notice of their intention to negotiate. This notice must be given to the Secretary of the player's current Oub in writing and by registered post. No player shall negotiate with any other League Oub unless he has fulfilled all his financial obligations to his current Oub. The player shall have the right of appeal to the Committee if permission is withheld without just cause. Transfer forms are available from the League Secretary. A fee , as per Rule 9, shall be paid by the player. 5. UMPIRES Neutral umpires shall officiate at all matches 5.1 Reports on Umpires Both Oub Captains shall submit a report on Umpires in the space provided on the score sheet. A fine, as per Rule 9, shall be irnposed·for non-<:ompliance. 40
