1.8 Complaints (continued) The complaint must be made in writing, and accompanied by a fee as per Rule 8 . The fee will be forfeited if the Committee consider the complaint to be frivolous and refunded if they consider it to be reasonable. Should the complaint be upheld, the offending club shall be dealt with as the committee may direct. 1.9 Alteration to Rules 1.10 Any proposed alterations to the Rules should be sent to the League Secretary by 31st August . Such proposals shall be circulated to clubs at least 14 days before the AGM. Umpires Representatives The Lincolnshire Association of Cricket Umpires shall have official representation at the meetings of the Committee. They shall not have a vote, but shall be consulted on any matters arising which concern umpires . 2. MEMBERSHIP 2 . 1 2.2 The Wintringham Lincolnshire County Cricket League shall consist of 4 Divisions , namely a Premier Divison and Divisions 1, 2 and 3 . The constitution of the Divisions shall be agreed at the AGM. Premier Divison - New Teams i The top two teams in Div ision One, who are club First Teams and finish no lower than 3rd position, shall be automatically considered for the premier. ii A member club of another League whose ground is within the boundaries of Lincolnshire and South Humberside, who consider their playing strength and requirements, as detailed in Rule 2.8 , meet the premier standard may apply . Applications shall be received by the League Secretary by July 31st and is not complete until the ground inspection fee has been paid. - 15 -
