Lea gue Meeting unless it has received seven days notice as above. The com– plaint must be made in wr iting, and accompanied by a fee as per Rule 8. The fee will be forfeited if the Committee consider the complaint to be frivolous and refunded if they conside r it to be reasonable . Should the complaint be upheld, the offending club shal l be dealt with as the Committee may direct. 1 .9 Alterations to Ru les Any proposed alterations to t he Rules should be sent to the League Secretary by 3 1st August. Such proposals shall be circulated to clubs at least 14 days before t he A.G.M. 1.10 Umpires Representatives The Lincolnshire Associ ation of Cricket Umpires shall have official representa– tion at the meetings of the Committee . They shall not have a vote, but shall be consu lted on any matters arising which concern umpires . 2 . MEM BERSH IP 14 2.1 The Harcross Lincolnshire County Cricket League shall consist of four Divi– sions, namely a Premie r Division and Divisions 1, 2 and 3 . The constitution of the Divisions shall be agreed at the A .G.M . 2.2 Premier Division - New Teams {a) The top two teams in Di vis ion 1, who are club First Teams and fin ish no lower than third position, shall be automatically considered for the Premier. {b) A member club of another league whose ground is within the boundaries of Lincolnshire and South Humberside, who consider their playing strength and requirements , as detailed in Rule 2 .8, meet the Premier standard may apply. Applications shall be received by the League Secretary by 31 st July and is not complete until the ground inspection fee has been paid. 2.3 Premier D ivision - Constitution Membership of the Premier Division, each year, shall be decided by the following procedure: The Management Committee shall: (a) Recommend the clubs that constitute the Premier Division for the fol lowing season. {b) If a new club is recommended to be admitted directly to the Premier Division, th en they will recommend the organisation of Divisions 1, 2 and 3 as necessary. No more than two teams shall be relegated from the Premier Division in any one season . These recommendations will be circulated to all clubs (and any applicants) prior to the A.G.M . At the A.G .M . the Executive Committee shall discuss and vote on the constitution of the divisions. 2.4 Division 3 - New Teams New teams desiring admission t o Division 3 must apply to the League Secre– tary by 31 st July. The application shall not be complete until the ground inspection fee is paid. Applications shall be considered at the A.G .M. No team shall be admitted to membership unless it meets the requirements as detailed in Rule 2.9 . A ll member clubs shall be advised of full details concerning new applications prior t o the A.G .M. 2.5 Divisions 1, 2 and 3 - Constitution These divisions shal l operate on a two-up, two-down promotion/re legati on basis between the divisions .
