(b) However, the Ground Inspection Committee will take into account any special circumsta nces or problems that may cause a shortfall in the markings and advise the Exec utive Committee accordingl y . The aim sha ll be to have two sightscreens and some bath, shower or washing fa ci lities, if not immediately ava ilable, then by an agreed plan . 2 .10 Exi sting Clubs - Requirements No existing club will be asked to resign from the League beca use they do not meet standards, but it is expected that clubs will make reasonable attempts to improve any shortfall v ia an agreed pl an . Fa i lure to meet th is agreed plan may result in the clu b being asked to resign at some future date . Any su ch decision shall be made foll owing a recommendation by the Management Committee and a majority vote of t he Executive Committee . 3 . FIXTURES 3 .1 Arrangement of Fixtures The fixtures shall be published as soon after the A .G.M. as possible and subsequently in the League handbook. 3.2 Failure to Fulfil a Fixture Any club failing to f ulf i l an arranged fixture shall be fined as per Rule 8 and pay al l reasonable expenses of the non-offending clu b. The offending club shall expla in it self in writing to the League Secreta ry. The matter shall be discussed by the Management Committee fo r any further action by the Com– m ittee . Further action may take the form of a warning , an add itional fine , enforced relegation at the end of the season or expulsion from the League. The number of points for an outright win shall be awarded to the non– offendi ng club . 3.3 Teas The v isiting team sh all pay for a minimum of eleven teas . 4. PLAYERS 4.1 Regi stration A player shal l be considered registered with the club for which he pl ays his first League match of the season. 4.2 Transfer of Players No League club, either through its offi ce rs, or any person interested in the club, shall approach du ring the current playing season any player of any other League club for the purposes of securing his services at any time w ithout first giving seven days' notice of their intention to negotiate. This not ice must be given in writing to the Secretary of t he player's current club. No player shall negotiate with any other League club unless he has fulfilled all his financial obligations to his current club. The player 's new club shall wr ite to the League Secretary, w ith a copy to the current club, requesting the tra nsfer. The letter sh all include the signature of the player and an official of the new club. The current clu b must contact the League Secretary within seven days if they have any objection. No player shall play fo r his new club until cleared by the League Secretary. A f ee, as per Ru le 8, sha ll be paid by the player. 5 . UMPIRES 16 Neutral umpires sh all officiate at all matches . 5.1 Reports on Umpires Both club captains shall mark both umpires in the space provi ded on the scoresheet. A fine, as per Rule 8, shall be imposed for non-compl iance .
