(b) However, t he Ground Inspection Committee will take into account any special circumstances or problems t hat may ca use a shortfall in the markings and advise the Executive Committee accordingly. The aim shall be to have two sightscreens and some bath, shower or washing facilities, if not immediately available, then by an agreed plan. 2.10 Existing Clubs - Requirements No ex isting c lub will be asked to resign from the League because they do not meet standards, but it is expected that clubs will make reasonable attempt s to improve any shortfall v ia an agreed plan. Failure to meet this agreed plan may result in the club being asked to resign at some futu re date. Any such decision shall be made following a recommendation by the Management Committee and a majority vote of the Executive Committee. 3. FIXTURES 3 .1 Arrangement of Fixtures The f ixtures shall be published as soon after the A. G.M. as possible and subsequently in the League handbook. 3.2 Failure to Fulfil a Fixture Any club fail ing to fu lfil an arranged fi xture shall be fined as per Rule 8 and pay al l reasonable expenses of the non-offending club. The of-fending club shal l explain itself in writing to the League Secretary. The matter shal l be discussed by the Management Committee fo r any f urther action by the Com– mittee. Further action may take the form of a warning, an additional fine, enforced re legation at the end of the season or e;<pulsion from the League. The number of points for an outright win shall be awarded to the non– offending club. 3 .3 Teas The v isiting team shall pay for a minimum of eleven teas. 4. PLAYERS 4 .1 Registration A player shall be considered registered with the club for which he plays his first Lincolnshire League or George Marshall Cup match. 4.2 Transfer of Players No League club, either through its officers, or any person interested in the cl ub, shall approach during the current playing season any player of any other League club for the purposes of securing his services at any time without f irst giving seven days' notice of their intention to negotiate. Th is notice must be given in writing to the Secretary of the player's current club. No player shall negotiate w ith any other League club unless he has ful fi lled all his financial obligations to his current club. The p layer's new club shal l write to the League Secretary, w ith a copy to t he current club, requesting the transfer. The letter shal l include the signature of the player and an official of t he new club. The current club must contact the League Secretary within seven days if they have any objection. No player shal l play for his new club unti l c leared by the League Secreta ry. A fee, as per Ru le 8, shall be paid by the player. 5. UMPIRES 16 Neutral umpires shall officiate at al l matches. 5.1 Reports on Umpires Both club capta ins shall mark both umpires in the space provided on the scoresheet. A fine, as per Rule 8, sha ll be imposed for non-compliance.
