1.9 Alterations to Rules Any proposed alterations to the Rules should be sent to the League Secretary by 31st August. Such proposals shall be circulated to clubs at least 14 days before the A.G.M. 1.10 Umpires Representatives The Lincolnshire Association of Cricket Umpires shall have official representation at the meetings of the Committee. They shall not have a vote, but shall be consulted on any matters arising which concerns umpires. 2. MEMBERSHIP 12 2.1 The Harcros Lincolnshire Cricket League shall consist of four divisions, namely a Premier Division and Divisions 1, 2 and 3. The constitution of the Divisions shall be agreed at the A.G.M. 2.2 Premier Division - New Teams (a) The top rwo teams in Division 1, who are club First Teams and finish no lower than third position, shall be automatically considered for the Premier. (b) A member club of another league whose ground is within the boundries of Lincolnshire and South Humberside, who consider their playing strength and requirements, as detailed in Rule 2.8, meet the Premier standard may apply. Applications shall be received by the League Secretary by 31st July and is not complete until the ground inspection fee has been paid. 2.3 Premier Division - Constitution Membership of the Premier Division, each year, shall be decided by the following procedure: The Management Committee shall: (a) Recommend the clubs that constitute the Premier Division for the following season. (b) If a new club is recommended to be admitted directly to the Premier Division, then they will recommend the organisation of Division 1, 2 and 3 as necessary. No more than rwo teams shall be relegated from the Premier Division in any one season. These recommendations will be circulated to all clubs (and any applicants) prior to the A.G.M. At the A.G.M. the Executive Committee shall discuss and vote on the constitution of the divisions. 2.4 Division 3 - New Teams New teams desiring admission to Division 3 must apply to the League Secretary by 31st July. The application shall not be complete until the ground inspection fee is paid. Applications shall be considered at the A.G.M. No team shall be admitted to membership unless it meets the requirements as detailed in Rule 2.9. All memberclubsshallbeadvised of full details concerning new applications prior to the A.G.M. 2.5 Division 1, 2 and 3 - Constitution These divisions shall operate on a rwo-up, two-down promotion/ relegation basis berween the divisions. No team shall be eligible for promotion to a higher division if their club already has a team in that division, or a team due for relegation to that division. No team finishing lower than third in its division shall be granted promotion. A first team which is relegated deems that their second team shall also be relegated if the second team is in the division immediately below the first team, regardless ofthe finishing position ofthe second team, unless the second team qualifies for promotion, in which case both teams shall remain static. Should the occasion arise where none or only one ofthe first three teams in a division can be promoted then, similarly, none or only one of the teams in the division above shall be relegated. The two bottom teams in Division 3 shall apply for re-election to the League, together with any new applicants at the time of the A.G.M. The total votes cast for each club shall be made known at the A.G.M. If a club has a team in Division 3 and another team from the same club is relegated to Division 3, then the team already in
