Such proposals shall be circulated to clubs at least 14 days before the A.G.M 1.10 Umpires Representatives The Lincolnshire Association of Cricket Umpires shall have official representation at tl meetings of the Committee. They shall not have a vote, but shall be consulted on a matters arising which concerns umpires. 2. MEMBERSHIP 2.1 The Harcros Lincolnshire Cricket League shall consist of four divisions, namely Premier Division and Divisions 1, 2 and 3. The constitution of the Divisions shall agreed at the A.G.M. 2.2 Premier Divisio~New Teams (a) The top two teams in Division 1, who are club First Teams and finish no lower than thi position, shall be automatically considered for the Premier. (b) A member club of another league whose ground is within the boundaries of Uncolnshi and South Humberside, who consider their playing strength and requirements, detailed in Rule 2.8, meet the Premier standard may apply. Applications shall received by the League Secretary by 31st July and is not complete until the grou inspection fee has been paid. 2.3 Premier Division-Constitution Membership of the Premier Division, each year, shall be decided by the followir procedure: The Management Committee shall: (a) Recommend the clubs that constitute the Premier Division for the following season. (b) If a new club is recommended to be admitted directly to the Premier Division, then th will recommend the organisation of Division 1, 2 and 3 as necessary. No more than two teams shall be relegated from the Premier Division in any o season . These recommendations will be circulated to all clubs (and any applicant prior to the A.G.M.At the A.G.M.the Executive Committee shall discuss and vote on t constitution of the divisions. 2.4 Division 3-New Teams New teams desiring admission to Division 3 must apply to the League Secretary 31 st July. The application shall be accompanied by the ground inspection fee as stat in Rule 8.2. Applications shall be considered at the A.G.M. No team shall be admitt to membership unless it meets the requirements as detailed in Rule 2.9. All memb dubs shall be advised of full details concerning new applications prior to the A.G.M. 2.5 Division 1, 2 and 3 - Constitution These divisions shall operate on a two-up, two-down promotion/relegation basi between the divisions. No team shall be eligible for promotion to a higher division their club already has a team in that division, or a team due for relegation to th division. No team finishing lower than third in its division shall be granted promotion. first team which is relegated deems that their second team shall also be relegated if th second team is in the division immediately below the first team, regardless of th finishing position of the second team, unless the second team qualifies for promotio in which case both teams shall remain static . Should the occasion arise where none only one of the first three teams in a division can be promoted then, similarly, none only one of the teams in the division above shall be relegated. The two bottom teams i Division 3 shall apply for re-election to the League, together with any new applicants the time of the A.G.M. The total votes cast for each dub shall be made known at th A.G.M. If a club has a team in Division 3 and another team from the same club i relegated to Division 3, then the team already in Division 3 shall be removed from th League. Should there be a tie between clubs for promotion or relegation, the situatio shall be decided by: (a) The team with the most wins. (b) If this is equal, the team with the most winning draws. (c) Any situations not covered by these arrangements shall be decided by the Manageme Committee. 12
