2.6 Ground Facilities The ground and facilities of all clubs in the League shall be of an appr ved standard. They shall be judged by an experienced groundsman plus at least on officer of the League or their nominee. Each member dub ground shall be inspected s decided by the Management Committee or at other times as instructed by the Comm ee. A fee, as per Rule 8, shall be charged for each inspection and copy forward d to the club concerned. An officer of the dub shall be present at the inspection and t least seven days' notice of inspection shall be given. 2.7 Ground and Facilities Marking The following marking system shall be adopted: There shall be four section titles: WICKET, OUTFIELD, EQUIPMENT, FA ILITIES. Each section shall have four items marked on a scale of Oto 25, i.e. 100 marks per section Section I- WICKET Levelness, condition of grass, top surface, freedom from weeds. Section 2-0UTFIELD Levelness, condition of grass, top surface, freedom from weeds. Section 3-EQUIPMENT Rollers and mowers, covers, scorebox, sight-screens. Section 4-FACILITIES Washing and toilets, changing facilities, eating, seating, parking and acce s. 2.8 Premier Divisiol'l-Aequirements For a dub to gain admission to the Premier Division it must have the following (a) Two sightscreens. (b) Ability to protect a pitch-covers. (C) Bath or shower facilities. (d) Obtain a minimum of 80 marks out of 100 in each of the four sections as d tailed in 2.9 Division Three-Requirements (a) Obtain a minimum of 70 marks out of 100 in sections I and 2 and 50 mark out of 100 in Sections 3 and 4 as detailed in Rule 2.7. (b) However, the Ground Inspection Committee will take into account any special circumstances or problems that may cause a shortfall in the markings a~d advise the Executive Committee accordingly. The aim shall be to have two sightscr ns and some bath, shower or washing facilities, if not immediately available, then by an greed plan. 2.10 Existing Clubs-Requirements No existing club will be asked to resign from the League because they do not meet standards, but it is expected that dubs will make reasonable attempts to improve any shortfall via an agreed plan. Failure to meet this agreed plan may resu t in the club being asked to resign at some future date . Any such decision shall be m de following a recommendation by the Management Committee and a majority vote of e Executive Committee. 3. FIXTURES 3.1 Arrangement of Fixtures The fixtures shall be published as soon after the A.G.M. as possible and ubsequently in the League handbook. 3.2 Failure to Fulfil a Fixture Any club failing to fulfil an arranged fixture shall be fined as per Rule o and pay all reasonable expenses of the non-offending club.. The offending club shall xplain itself in writing to the League Secretary. The matter shall be discussed by the anagement committee for any further action by the committee. Further action may tak the form of a warning, an additional fine, enforced relegation at the end of the season r expulsion from the League. The number of points for an outright win shall be aw rded to the nonoffending dub. .3 Teas The visiting team shall pay for a minimum of eleven teas. 13
