2.4 Division Two-Requirements (a) Obtain a minimum of 70 marks out of 100 in all sections (b) However, the Ground Inspection Committee will take into accoun any special circumstances or problems that may cause a shortfall in the markings a d advise the Executive Committee accordingly. The aim shall be to have two sightscre .ns and some bath, shower or washing facilities, if not immediately available, then by an tgreed plan. 2.5 Existing Clubs-Requirements It is expected that clubs will make reasonable attempts to improve a?y shortfall in standards. Failure to take reasonable steps may result in the club being elegated to a lower Division or asked to resign from the league. Any such decision all be made following a recommendation of the Management Committee and a majo ity vote from the Executive Committee. 3. FIXTURES 3.1 Arrangement of Fixtures a. The fixtures shall be published as soon after the A.G.M. as subsequently in the League handbook. b. The League Season to run from the last Saturday in April to the fir t Saturday in September. 3.2 Failure to Fulfil a Fixture Any club failing to fulfil an arranged fixture shall be fined as per Rule and pay all reasonable expenses of the non-offending club.. The offending club shall e plain itself in writing to the League Secretary. The matter shall be discussed by the anagement committee for any further action by the committee. Further action may tak the form of a warning, an additional fine, enforced relegation at the end of the seaso or expulsion from the League. In the event of a team failing to fulfil a fixture the non- ffending side shall be awarded 15 points and the offending team deducted 5 points. 3.3 Teas The visiting team shall pay for a minimum of eleven teas. 3.4 Any team wishing to withdraw after the A.G.M. shall be fined £250 if t e club joins another league in the forthcoming season 4. PLAYERS 4. 1 Registration A player shall be considered registered with the club for which he p ays his first Lincolnshire League or George Marshall Cup match or Harcros Cup. 4.2 Transfer of Players No League club, either through its officers, or any person interested in t~e club, shall approach during the current playing season any player of any other Leagu~ club for the purpose of securing his services at any time without first giving seven d ys notice of their intention to negotiate. This notice must be given in writing to the Se retary of the player's current club. No player shall negotiate with any other League cl b unless he has fulfiled all his financial obligations to his current club. The player s ne club shall w rite to the League Secretary, with a copy to the current club, requesting the transfer. The letter shall include the signature of the player and an official of the new clu .The current club must contact the League Secretary w within seven days if they have ny objection. No player shall play for his new club until cleared by the League Secretary. fee, as per Rule 8, shall be paid by the player. 5. UMPIRES Neutral umpires shall officiate at all matches. 5.1 Reports on Umpires Both clubs captains shall mark both umpires in the space provided on the coresheet. A fine, as per Rule 8, shall be imposed for noncompliance. 5.2 Payment of Umpires During the interval, clubs shall pay the current League fee for umpir s, plus any expenses incurred. The League fee shall be decided at the A.G.M. The p yment shall be shared by both clubs equally. If a match is cancelled and the um ires are not informed and turn up to officiate at the match, the umpires shall be paid h f the current fee plus any expenses incurred. In the event of the umpires turning up and no play being possible because of the weather they shall again be paid half the cu rent fee plus any expenses incurred. 17
