(b) However, the Ground Inspection Committee will take into account 'iny special circumstances or problems that may cause a shortfall in the markings and advise he Executive Committee accordingly. The aim shall be to have two sightscreens and some bath, shower or washing facilities, if not immediately available, then by an agreed plan. Existing Clubs - Requirements It is expected that clubs will make reasonable attempts to improve apy shortfall in standards. Failure to take reasonable steps may result in the club being relega±d to a lower Division or asked to resign from the league. Any such decision shall be made folio ing a recommendation of the Management Committee and a majority vote from the Executive Co I mittee. FIXTURES Arrangement of Fixtures (a) The fixtures, cup draws and playing dates shall be published six J eeks after the AGM and subsequently in the League handbook. (b) The League Season to run from the last Saturday in April and forth next 19 Saturdays. Failure to Fulfil a Fixture ) Any club failing to fulfil an arranged fixture shall be fined as per Rule and pay all reasonable expenses of the non-offending club. The offending club shall expl n itself in writing to the League Secretary. The matter shall be discussed by the Management committee for any further action by the committee. Further action may take the form of a warining, an additional fine, enforced relegation at the end of the season or expulsion from the Leag e. In the event of a team failing to fulfil a fixture the non-offending side shall be awarded 15 poin s and the offending team deducted 5 points. Teas The visiting team shall pay for a minimum of eleven teas. Any team wishing to withdraw after the AGM shall be fined £250 if the r lub joins another league in the forthcoming season. PLAYERS Registration ~:a:i:~~~~~~g: ~:r~~:i~~u~e~!!~~eir~:~~:: ~~u:, :~~~:~t L~:;~byosr ~~;i~~~~~colnshire Transfer of Players No League club, either through its officers, or any person interested in the club, shall approach during the current playing season any player of any other League club for the purpose of securing his services at any time without first giving seven days n~ ice of their intention to negotiate. This notice must be given in writing to the Secretary of the player's current club. No player shall negotiate with any other League club unless he has fulfiled II his financial obligations to his current club. The player's new club shall write to the League Secretary, with a copy to the current club, requesting the transfer. The letter shall include the signa~ure of the player and an official of the new club. The current club must contact the League Secretary within seven days if they have any objection. No player shall play for his new club unti cleared by the League Secretary. A fee, as per Rule 8, shall be paid by the player. Ineligible Players Any club playing ineligible players shall be liable to points deduction fine or withdrawal from competition. No player shall be eligible to play for a team in the Lincolnshire Coun y Cricket League having first registered with a "different club" in the following leagues, without fir t obtaining a transfer, 1. Yorkshire League (including Ridings League) 2. Bassetlaw League 3. South Lines & Border League UMPIRES Neutral umpires shall officiate at all matches. Reports on Umpires Both club captains shall mark both umpires in the space provided on t e scoresheet. A fine, as per Rule 8, shall be imposed for noncompliance. Payment of Umpires During the interval, clubs shall pay the current League fee for ump res, plus any expenses incurred. The League fee shall be decided at the AGM. The payment shall be shared by both
