1.11 Umpires representatives. The Lincolnshire Association of Cricket Umpires shall have official representation at the meetings of the committee. They shall not have a vote, but shall be consulted on any matters arising that concern umpires. 2. MEMBERSHIP All cricket Clubs whose ground is within the boundaries of Lincolnshire are eligible to apply for membership to The League, providing that the Club fulfils requirements as detailed in Rule 2.4 and agree to be affiliated to the Lincolnshire Cricket Board. Clubs desiring admittance to the League shall apply in writing to the League Secretary. The League Secretary must receive all applications by July 31st, together with full payment of the ground inspection fee, as detailed in Rule 8. Membership will only be considered for a maximum of two teams per Club. Applications will then be considered and voted upon by the member Clubs at the AGM. 2.1 Ground Facilities The ground and facilities of all clubs in the league shall be of an approved standard. They shall be judged by an experienced groundsman plus at least one officer of the league or their nominee. Each member club shall be inspected as decided by the management committee or at other times as instructed by the committee. A fee, as per rule 8, shall be charged for each inspection and copy forwarded to the club concerned. An officer of the club shall be present at the inspection and at least seven days notice of inspection shall be given. 2.2 Ground and facilities marking. The following marking system shall be adopted under 4 section titles namely: WICKET, OUTFIELD, EQUIPMENT and FACILITIES. Each section will be awarded 100 marks. 0) Wicket. The inspector shall consider the following points (a) the levelness of the wicket (b) the condition of the grass on the wicket (c) the top surface of the wicket (d) the freedom from weeds Oi) Outfield. The inspector shall consider the following points (a) the levelness of the outfield (b) the condition of the grass on the outfield (c) the top surface of the outfield (d) the freedom from weeds (iii) Equipment. The inspector shall consider the following points (a) Covers (b) Score box (c) Sight screens (d) Mowers and rollers Ov) Facilities. The inspector shall consider the following points (a) Changing rooms (b) Showers / bathrooms (c) Kitchen / dining room (d) Parking and access 2.3 Premier Division - Requirements. For a club to gain admission into the Premier division, it must have the following (a) Sightscreens (b) Property constructed pitch covers that can be wheeled on or off (c) Changing rooms including showers / bathrooms The club must obtain 80% of the marks in each of the four sections detailed in rule 2.2. For a club to maintain its Premier Division status, it shall make reasonable attempts to improve any shortfall in standards. If the Management Committee decides that the Club has not made any progress towards improving any shortfall, then the Club will be recommended to be relegated into Division one by Management Committee.
