and this shall be done in writing within 7 days of the alleged incident. Clubs shall have the right to appeal. The appeal shall be within 7 days of notice of the penalty imposed. The appeal committee shall include a Chairman and 2 other persons agreed by the league management committee. The appeal committee have the right to waive, reduce or increase any penalty originally imposed. Expenses for appeal shall be borne by the Club requesting the appeal. 1.10 Alterations to rules Any proposed alterations to the rules should be sent to the General Secretary by August 31st. Such proposals shall be circulated to the clubs at least 14 days before the AGM. 1.11 Umpires representatives The Lincolnshire Association of Cricket Umpires shall have official representation at the Executive meetings. They shall not have a vote, but shall be consulted on any matters arising that concern umpires. 1.12. Persistent breaching of rules. Any team committing the same fineable offence 3 times in one season shall, on the third and each subsequent, occasion be fined an additional £10. Persistent breaching of rule shall in League and Cup competition shall result in the offending club being ordered to appear before the management committee. 2. Applicants, constitution and requirements 2.1. Applicants All cricket Clubs whose ground is within the boundaries of Lincolnshire are eligible to apply for membership to The League, providing that the Club fulfils requirements as detailed in Rule 2.1 and agree to be affiliated to the Lincolnshire Cricket Board. Clubs desiring admittance to the League shall apply in writing to the General Secretary. The General Secretary must receive all applications by July 31 st, together with full payment of the ground inspection fee, as detailed in Rule 8. Membership will be considered for a maximum of three teams per club. For any club that has a team playing in a recognised higher league then membership will be restricted to a maximum of two teams, unless that club has the facility of a second ground. 2.2. Constitution a) The Lincolnshire Cricket League shall consist of five divisions, namely Divisions Premier, One, Two, Three and Four. All Divisions will be formed, whenever possible, of 10 teams. Although the number of teams in the Divisions may vary if agreed at the AGM. b) The Management Committee shall recommend to all members before the AGM the constitution of all Divisions. The recommended Constitution shall be voted upon by the member clubs at the AGM. c) All Divisions shall operate on a two up, two down promotion/relegation basis providing the Clubs meet ground and facility requirements as detailed in Rules 2.2 and 2.3. d) The Divisions shall be decided on a points scoring system, where the team with the most points at the end of season shall be deemed as Divisional Champions. Points will be scored as detailed as in Rule 7. If teams finish on an equal number of points, then the number of wins will be taken into account. If this is equal, bowling points will be taken into account. If this is equal batting points will be taken into account. e) Clubs shall not field more than one team in the same division. The management committee shall recommend that the first team will take priority consequently second teams may be refused promotion or even be relegated. f) If there are new Clubs or teams applying to join the League or relegated teams from the Lincolnshire Premier League rejoining the League, which takes the constitution to over 50 teams. Then the two teams finishing bottom in Division 4 shall seek re-election. g) Any team wishing to withdraw after the AGM shall be fined £250 if the club joins another league in the forthcoming season. 105
