opposition and / or their own players, the matter will be considered and dealt with in accordance with Rule 4.4 'ineligible players'. 4.7 Age group players In order to be eligible to play in league and cup matches, players must have reached their 13 th birthday on, or before, 1 st September in the previous year to the current season, with the following exceptions: a) U13 age group players who have been identified and enrolled on Lincolnshire County Cricket Club's Emerging Player Programme (EPP) and who have arranged the following: - Signed letter of authorisation from the player's parents, agreeing to the player taking a full part in league and cup matches during the forthcoming season to the General Secretary. b} All correspondence as outlined above must be received by the General Secretary by 31 st March for that year's season and will apply for all games during the season. c) The General Secretary will confirm with LCCC that the players involved are currently on the EPP and, having received confirmation, will forward copies of the above correspondence to all three Umpires Associations prior to the start of the season. d) The General Secretary will forward the details of any U13 players that meet the above criteria to the secretaries of all clubs in the league prior to the start of the season. e) Only U13 age group players that meet all of the criteria outlined above will be permitted to take a full part in league and cup matches. A fine as per rule 8.1 shall apply for non-compliance. f) U13 age group players who are not enrolled in the County's EPP, even if they are in the County squad for their age group, may play in league and cup matches but are ineligible to bat, or to bowl. A fine as per rule 8.1; shall apply for non-compliance. 5. Umpires 5.1. Neutral Umpires Neutral umpires shall officiate at all matches. In situations, where Umpires are not available then the Captains of both teams shall make every effort to play the fixture. Umpires in all games league and cup shall be awarded a mark out of 10 by each team, in accordance with the ECB's Guide For Captains Marking Umpires. Both teams shall separately send umpires marks by email for all games to a delegated league official within 7 days of a match. A fine as per 8.1 shall apply for non-compliance. Where a team awards an umpire a mark of five or below, a written/emailed report stating the reasons shall be sent within 14 days of the match to the relevant Umpires Association. A fine as per rule 8.1 shall apply for non-compliance. 5.2. Payment of Umpires Expenses for umpires shall be decided upon at January's executive meeting. The expenses shall be paid on the match day during the tea interval. Both teams shall share the cost equally. Once the umpires attend the venue then the umpires shall expect payment in full, or part, towards expenses. The proportion of expenses claimed shall be at the discretion of the umpires should the game be abandoned or cancelled without the umpires' local association being informed. 5.3. Scorers Teams shall make every effort to provide a scorer for each innings of matches, league and cup. 109
