1.1OAlterations to Rules. Any proposed alterations to the rules must be sent to the General Secretary by 12 NOON, August 31st. Such proposals shall be circulated to all clubs in their notification and agenda for the AGM. Any received after this time will not be considered. 1.11 Umpires Representatives. Lincoln, Grimsby and Scunthorpe Umpires shall each have official representation at the Executive meetings and AGM. They shall not have a vote, but shall be consulted on any matters arising that may concern Umpires. 1.12 Persistent Breaching of Rules. Any team committing the same fineable offence three times in one season shall, on the third and each subsequent occasion, be fined an additional -,£10. Persistent breaching of rule shall, in LCCL and Cup competitions, result in the offending club being ordered to appear before the Management Committee. 2 Applicants, Constitution and Requirements 2.1 Applicants: All Cricket clubs whose ground is within the boundaries of Lincolnshire are eligible to apply for membership of the LCCL, providing that the club fulfills requirements as detailed in rule 2.3 and agree to be affiliated to the Lincolnshire County Cricket Board. Clubs desiring admittance to the LCCL shall apply in writing to the General Secretary. The General Secretary must receive all applications by 12 NOON, July 31 st, together with full payment of the ground inspection fee, as detailed in Rule 8.1, any applications received after this time will not be considered. Membership will be considered for a maximum of three teams per club. For any club that has a team playing in a recognized higher LCCL then membership will be restricted to a maximum of two teams, unless that club has the facility of a second ground. 2.2 Constitution a) The Lincolnshire County Cricket LCCL shall consist of five Divisions namely Premier, Divisions One, Two, Three and Four. All divisions will be formed , whenever possible, of 10 teams although the number of teams per division may vary if agreed at the AGM. b} The Management Committee shall recommend to all members before the AGM the constitution of all divisions. The recommended constitution shall be voted upon by the Member Clubs at the AGM. c) All Divisions shall operate on a two up, two down promotion / relegation basis providing the clubs meet ground and facility requirements as detailed in Rules 2.2, .3, .4 and .5. d) The Divisions shall be decided on a points scoring system, where the team with the most points at the end of the season shall be deemed Divisional Champions. Points will be scored as detailed in Rule 7. If teams finish on an equal number of points the number of wins will be taken into account, if this is equal then bowling points, and if this is equal batting points will be taken into account. e} Clubs shall not field more than one team in the same division. The Management Committee shall recommend that the clubs first team shall take priority consequently second teams will be refused promotion or even relegated. f} If there are new clubs or teams applying to join the LCCL or relegated teams from the ECB Lincolnshire Premier League rejoining the LCCL, which takes the constitution to over 50 teams then the two teams finishing bottom in Division 4 shall seek re-election. g} Any team wishing to withdraw after the AGM shall be fined -, £250 if the club joins another League in the forthcoming season. h) The Premier Division shall consist of a Maximum of 12 teams. Should the LCCL need to accommodate an extra team due to relegation from the ECB Premier League the optimum number shall be achieved by relegating 3 teams to Division One and promoting the top 2 from Division One providing they meet the Premier Division requirements. The side finishing third will be promoted (if they meet the criteria) should either of the top two be unable to be automatically promoted. This process will be applied throughout ALL divisions where possible. Should the Premier League Champions be promoted to the ECB League and no team relegated from that League then only the side finishing bottom of the Premier Division shall be relegated but two sides shall be promoted from Division One where possible and so on throughout all divisions. Re-election to the LCCL shall be sought by the required number of sides in the Leagues' lowest division. 18
