4.6 Playing for different Teams from the same Club. In the event of a club running two or more teams they will be expected to act within the Spirit of the Game with regard to team selection. In the event of a written complaint and fee being received within 7 days of the fixture being played where a club appears to deliberately strengthen their side to the detriment of the opposition and /or their own players the matter will be considered by the Management Committee and dealt with in accordance with rule 4.4 "Ineligible Players". 4.7 Age Group Players. In order to be eligible to play in LCCL and Cup matches, players must have reached their 13th birthday on, or before, 1st September in the previous year to the current season, with the following exceptions: a) Under 13 age group players who have been identified and are in the Lincolnshire or any other County U13 squad, and have arranged the following: Signed letter of authorization from the players' parents agreeing to the player taking a full part in LCCL and Cup matches during the forthcoming season sent to the General Secretary. b) All correspondence as outlined above must be received by the General Secretary by 31 st March for that years season and will apply for all games during the season. c) The General Secretary will confirm with the relevant County Board that the players involved are in the County Squad, and having received confirmation, will forward copies of the above correspondence to the Lincoln, Scunthorpe and Grimsby Umpires Associations prior to the start of the season. d) The General Secretary will forward the details of any U13 players that meet the above criteria to the Secretaries of all clubs in the LCCL prior to the start of the season. e) Only U13 age group players that meet all of the criteria outlined above will be permitted to take a full part in LCCL and Cup matches. A fine as per Rule 8.1 shall apply for non– compliance f) U13 age group players who are not in a County squad, may play in LCCL and Cup matches but are ineligible to bat or bowl. A fine as per Rule 8.1 shall apply for non– compliance. g) Minimum age players who are selected in a County Under 12 squad (or Regional Squad in Wales) in spring for a summer squad - or in another squad deemed by ECB Performance Managers to be of a standard above 'DISTRICT LEVEL' for that season - are also eligible to play Open Age Cricket. This is provided they are at least 11 years old, are in School Year 7 on the 1st September in the year preceding the season, and have written parental consent to play. It is essential clubs and coaches recognize the 'Duty of Care' obligations they have towards Young Players in Open Age cricket. The minimum age for Open Age Cricket is the U13 age group. Players MUST be in year 8, and 12 years old on the 1st September of the preceding year. This applies to ALL club and District players who are not in a County or Area squad (or region in Wales). WRITTEN PARENTAL CONSENT IS REQUIRED. 5 Umpires 5.1 Neutral umpires if possible shall officiate in all matches. In situations where Umpires are not available then the captains of BOTH teams will make every effort to play the fixture. Umpires in ALL League and cup games will be awarded a mark out of 25 by each team on Who s the Umpire (WTU). Both teams shall separately submit umpires marks by WTU for all games by Monday 23:59 for Saturday fixtures. by Tuesday 23:59 for Sunday fixtures and by Wed:wsday 23:59 for Monday fixtures . Expenses for Umpires shall be decided upon at the January Executive Meeting. The expenses shall be paid on the match day during the tea interval. Both teams shall share the cost equally. Once the Umpires attend the venue they shall expect payment in full, or part, towards expenses. The proportion of expenses claimed shall be at the discretion of the Umpires should the game be abandoned or cancelled without them being informed prior to arrival. 22
