59 (h) Any over not completed whether (i) through injury to the bowler, (ii) by reason of his damaging the pitch, or (iii) by his persistent bowling of fast, short pitched balls, shall be completed by another bowler. (i) It is expected that at least 16 overs per hour shall be bowled in every match under the jurisdiction of the League. The League Executive reserves the right to call any club to explain the reasons if it fails to achieve this expectation. (j) If a start is delayed by weather a match shall not commence after 4:10 pm as the minimum 20 overs per side will not be possible. 5. BAD WEATHER AND DRAWS The captains shall decide as to the fitness of the ground for the commencement of a match. In the event of their disagreement a majority of the captains and umpires shall decide, and should disagreement still continue the match shall then be abandoned. When a match has been commenced and then stopped by rain the question of the resumption of play shall be decided by the Umpires only. During the Match the Umpires shall be in complete control deciding all questions relating to the fitness of the ground, weather and light for play without the need for consultation with any other party. 6. No bowler may bowl more than 8 overs. 7.UMPIRES - Each club is responsible for providing their own umpire, failure to do so will result in a fine (Category 2 (Rule 5(5)(v)) being imposed. If an umpire from the League list is engaged the fee payable shall be £25. A list of Umpires available for 3rd team matches can be obtained from the Umpires Secretary. 8 (a) Any player in the ECB U18 age group shall be eligible to play for a 3rd XI. (b) Subject to 8a only one player not in the Under 18 age group who has played more than two 1st XI games during the current season shall be eligible to play for a 3rd XI. Any such player shall not bowl or keep wicket and must bat at number 11 or at last in the event that injury prevents some other batsman from batting. This is to enable junior members to play 3rd XI cricket even though they may have been selected for more than two first team games. 9. TEAMS COMPLETE - In the case of a Third Eleven Division Team playing fewer than eleven men, the League Committee shall have power to deal with the offending Club by way of being fined (Category 2 (Rule 5)(5) (v)), and with the absentee players by way of suspension or any other method they may deem advisable.
