53 of a League Club or by a member of the League Committee; and must be sent to the Secretary of the League. Such complaints must state full particulars. They will then be dealt with by the Umpire Sub-Committee, and will be treated by them as STRICTLY CONFIDENTIAL except when accumulated complaints against an umpire render action necessary. Note for these purposes any “complaint” contained within a Captain’s report will not constitute a formal Complaint. 4. (17) SCORERS’ CAPTAINS’AND CLUBS’ DUTIES 4.1. The competing Clubs shall appoint their own scorers who shall each present their scorebooks to the Umpires at the close of play, to be signed. 4.2. Any club failing to provide a scorer shall be fined (Category 2 Rule B5(e)). Such fines must be paid by the Club’s Representative no later than the next League Meeting. 4.3. The scorer must not interfere with the decision of the Umpires as to close of time of play. If they are of the opinion a mistake has been made they must take careful note of their own time and be prepared to give evidence thereon should any protest arise before the League Committee. 4.4. Each Captain shall complete the Captains report on Umpires on playcricket. com within 3 days following the match. Failure to do so will incur an administrative fine Category 4 £10 on each occasion. 4.5. The Home Club must upload the result of each match to playcricket.com within 48 hours of the match being completed. First and Second team matches, full scorecards, Third teams minimum of scores, overs results and performances. Failure to upload will incur an administrative fine Category 4 £10. INSTRUCTIONS TO UMPIRES 1. Umpires must arrive at the ground no later than forty-five minutes before the time scheduled for play commencement, and should be in position at the wickets in time to ensure that start of play is punctual both at the commencement of the match and following the interval. 2. Umpires are to inspect the ball at irregular intervals and at the fall of a wicket. Any complaint must be made to the fielding captain in accordance with Law 42.3.(d)(1). 3. Whenever there is encroachment on the field of play by spectators the game shall be suspended until the playing area is cleared. 4. There should be no practice by the players with bat and/or ball on the field of play during the ten minutes prior to the commencement of the game and during the 25 minute tea interval, nor during any period of delay in the game. Players wishing to use nets or other practice areas or facilities off the field of play must first seek approval of the home club as a matter of courtesy.
