LCL Handbook 2024 47 penalties in the manner prescribed in this document. 3.3 A breach of the Code of Conduct will normally be categorised as Level I, 2, 3 or 4, as set out in Appendix 1. 3.4 Reporting of Breaches 3.4.1 For a first offence of a Level 1 breach of the Code of Conduct in a match, the umpire (s) should warn the player as to their future conduct and advise them and their captain that any repetition in the match will result in a formal report. 3.4.2 If any player receiving such a warning then commits a further Level 1 breach in the match, the umpire (s) will advise them and their captain that they will be submitting a formal report. 3.4.3 Should the umpire (s) consider that the first offence of a Levels 1 breach is sufficiently serious, they have the authority to decide to submit a formal report without having previously issued any warning. The player and their captain should be advised accordingly. 3.4.4 In all instances of any perceived Level 2, 3 or 4 breach, the umpire (s) must complete a formal report. 3.4.5 The report should be submitted using the standard discipline report form. 3.4.6: Any member club who knowingly breach any administration rule or league rule and do not self-report to the League Executive within 24 hours of the said breach can be penalised to the sum of double the regulatory administration fines set at Section B (5)(e)(iv)(v) & (vi). 3.4.7: Likewise, any club who fail to deal with instances of discipline which are subsequently identified by the League Executive or brought to the attention of the League Executive and proven can be penalised at the discretion of the League Executive Committee with a fine subject to Section B (5)(e)(vi) in addition to any punishment to the player concerned. 4. PROCEDURE 4.1 Notification that a report is to be submitted following any alleged breach of the Code of Conduct must first be advised, by the umpire (s), to the player and their captain or an executive of the player’s club, on the day of the alleged offence, prior to leaving the ground. 4.2 Any such alleged breach of the Code of Conduct subject to a report (to be known as “a complaint”) will then be notified by telephone by the complainant to the Chairman of the League’s Discipline Committee (hereinafter referred to as “Discipline Chairman”) or their nominated deputy within 24 hours of the end of the match. The written report should be sent, preferably by e-mail, to the Discipline Chairman or their nominated Deputy and be received within 72 hours of the end of the match.
