Any such refused application will last for the length of the season in question after which a repeat application may be reconsidered. Stage 2 (a) If at stage 1 the application is rejected the player / club can lodge an appeal and ask for a stage 2 such request to be made within 7 days of the stage 1 determination. (b) If an appeal is lodged that RS will convene a stage 2 [appeal] hearing. (c) The stage 2 panel will be a complete rehearing of the application. (d) The panel for the stage 2 hearing will comprise not less than 3 members of the LERC to include the leagues legal adviser. (e) Again the test for the panel is the balance of probabilities test and the appeal can be allowed or rejected by a majority of members hearing the matter. (f) The decision of the stage 2 panel is final. (g) If the appeal is approved the RS will approve the transfer / registration on PC and the player will from that date be registered or transferred and can play for his / her club immediately. (h) If any evidence is found by the RS or the panel considering the application or appeal that the club or player are in breach of any rules of the League the matter will be referred to the Disciplinary Chairman who will consider if any disciplinary action should be take. 2.4 A club may select a player unregistered with another club for 3rd XI or 4th XI cricket (or 2nd XI if the club has no 3rd XI) on a trial basis.
