LCL Handbook 2025 54 3.4.6 Any member club who knowingly breach any administration rule or league rule and do not self-report to the League Executive within 24 hours of the said breach can be penalised to the sum of double the regulatory administration fines set at Section B (as per table 10.1). 3.4.7 Likewise, any club who fail to deal with instances of discipline which are subsequently identified by the League Executive or brought to the attention of the League Executive and proven can be penalised at the discretion of the League Executive Committee with a fine (Category 3, as per table 10.1) in addition to any punishment to the player concerned. 4. PROCEDURE 4.1 Notification that a report is to be submitted following any alleged breach of the Code of Conduct must first be advised, by the umpire (s), to the player and their captain or an executive of the player’s club, on the day of the alleged offence, prior to leaving the ground. 4.2 Any such allegedbreach of the Code of Conduct subject to a report (to be known as“a complaint”) will then be notified by telephone by the complainant to the Chairman of the League’s Discipline Committee (hereinafter referred to as “Discipline Chairman”) or their nominated deputy within 24 hours of the end of the match. The written report should be sent, preferably by e-mail, to the Discipline Chairman or their nominated Deputy and be received within 72 hours of the end of the match. 4.3 The Discipline Chairman or their nominated Deputy shall, inform the Secretary of the Club against whom the complaint has been made. 4.4 It is intended that any breach of the Code of Conduct shall in the first instance be dealt with by the participant’s Club who shall notify the Discipline Chairman within 48 hours of any action taken. In the case of Level 1 and Level 2 breaches, this shall, as a minimum, be a two match (Level 1) or three match (Level 2) ban to be effective immediately. 4.5 Within 48 hours of receipt of the written complaint, the Discipline Chairman or their nominated Deputy shall consider the complaint and resolve either: a. To take no action except to record the complainant and notify the Club; or b. To endorse any action taken by the club and confirm that no further action is required; or c. To refer the matter for a full Disciplinary Hearing. Such referral may be made at the outset or after disciplinary action has been
