Meeting Bay Horse Blackburn, 4th April 1891, Present Accrington, Burnley, Colne, Enfield, Lowerhouse, Nelson, Church, East Lancashire, Ramsbottom, Haslingden, Rishton, Rawtenstall and President, Treasurer and Sec. Resolved : That previous minutes be confirmed with exception of Sub-Committee minutes updating appointment of Umpires. Resolved That arrangement of Umpires for League matches be left in hands of President and Sec. Resolved That application of Padiham be not entertained as far as joining League. Resolved That each Umpire in League be sent a copy of League rules. Note: Sec was instructed to send rules to various Secs. and same would be distributed to Umpires. Resolved That a large card of Rules be printed and sent to each Sec. for use in pavilion and Sec to have matches for Benefit League printed on same Resolved That two matches be played for Benefit League Home and return.
