49 procedure is not regulated by this constitution; e. The keeping and authenticating of records. (If regulation made under this clause permits records of the League to be kept in electronic form and requires a Management Committee member to sign the record, the regulations must specify a method of recording the signature that enables it to be properly authenticated.) f. Generally, all such matters as are commonly the subject matter of the rules of an unincorporated association (3) The League in general meeting has the power to alter, add to or repeal the rules. (4) The Management Committee must adopt such means as they think sufficient to bring the rules to the notice of members of the League. (5) The rules shall be binding on all members of the League. No rule shall be inconsistent with or shall affect or repeal anything contain in, this constitution. 31. Disputes If a dispute arises between member of the League about the validity or propriety or anything done by members under this constitution, and the dispute cannot be resolved by agreement, the parties to the dispute must first try in good faith to settle the dispute by mediation before resorting to litigation. 32. Interpretation In this constitution ‘connected person’ means: (1) A child, parent, grandchild, grandparent, brother or sister of the Management Committee members (2) The spouse or civil partner of the Management Committee member or any person falling with sub-clause (1) above (3) A person carrying on business in partnership with the Management Committee member or with any person falling with sub-clause (1) or (2) above (4) An institution which is control – a. By the Management Committee member or any connect person falling with sub-clause (1), (2) or (3) above; or b. By two or more persons falling within sub-clause (4)(a), when taken together (5) A body corporate in which – a. The Management Committee member or any connected person falling with sub-clauses (1) to (3) has a substantial interest; or b. Two or more persons, falling within sub-clause (5)(a) who, when taken together, have a substantial interest. PART 3 – Rules and Playing Conditions 33. Annual Subscriptions. Attendance at Meetings (1) An Annual Subscription must be paid by seven clear days before the start of the League playing season. The Subscription is paid by any organisation (known for the remainder of these Part 3 of the constitution as ‘clubs’) in the League. Individual members do not need to pay a Subscription. Clubs who choose to play in a Cup Competition shall pay an additional subscription. (2) Clubs who do not pay the Subscription fee on time shall pay an additional fee. (3) Any club who has not paid the required fees by the time of their first fixture shall not be allowed to play in any matches. Any matches they do not play in will be regarded as unfulfilled fixtures for the purposes of these Rules in accordance with Clause 41. (4) All clubs are required to attend the Annual General Meeting and any Special Meeting. Clubs not in attendance will be required to pay the League an additional fee to be decided by the Management Committee. 34. Financial Status of Clubs No club shall owe any fees by 30th November each year. Any club which still has any fees outstanding on 30th November shall be dealt with by the Management Committee in accordance with this constitution. 35. Late Withdrawal A club may withdraw from the League at any stage between their final day of the season and 1st December in accordance with Clause 9 of this constitution. Any club that withdraws their membership outside of these parameters will be required to pay an additional fee. 36. Additional Fees Any additional fees issued to Clubs in accordance with these rules shall be paid within 21 days of notice being sent. Notices can be issued in accordance with Clause 29 of this constitution. Failure to pay such fees within 21 of notice being issued will result in the fee being doubled.
