50 37. Publication of Subscriptions and Additional Fees All annual subscriptions and additional fees shall be decided by the Management Committee and where applicable to individual clauses of this constitution, shall be published as an appendix. 38. Registration of Clubs and Players (1) All Clubs must have access to the English Cricket Board (ECB) Play-Cricket system. They should have a play- cricket website as issued to them by the Play-Cricket administrators. (2) All new clubs must register with the Yorkshire Cricket Board (YCB) and on approval apply for a Play-Cricket site. (3) All players must register individually with Play-Cricket. On registration they apply to the club for whom they play as members of that club. On registering a player understands that his account is individual to himself and understands the League Data Protection policy. (4) Clubs cannot register anyone on behalf of a player (temporary registrations). (5) All player registrations must be linked for each club they play for in another League within the jurisdiction of the ECB. Separate accounts must not be generated for each club and if such accounts are generated, they will be regarded as null and void. (6) Each club will register their players with the League through the Play-Cricket system and so long as the playing criteria is met as per this clause, then a League Officer (usually the Publicity Officer or the League Secretary) shall approve the registration. (7) A player may not register with a club if he has previously been registered with another club and has not settled any financial commitments with the previous club. (8) All players must be registered with the League no later than 12 noon on the day following a match. (9) No player may be registered to play in the League between 18th July and the last game of the season for the club with which he wishes to play with unless special dispensation is given by the League Secretary or the League Publicity Officer. Any such player shall not be allowed to play in any game that may affect a League title, promotion or relegation issue. (10) All players must be given a category within the Play-Cricket system and these are defined as follows: a. Category 1 – A British or Irish citizen born in England and Wales and/or has been resident in England and Wales for the immediately preceding four consecutive years and is deemed ‘Ordinarily Resident’. He will only be treated as having been resident within England and Wales for the relevant consecutive period if he has spent a minimum of 210 days in each year within England and Wales (for which purpose ‘year shall mean a year ending 31st March) b. Category 2 – 1) A member of a County Academy aged seventeen or over 1st September of the previous year. 2) A player engaged by a County Club on a ‘summer contract’ 3) A cricketer registered with the ECB for a First-Class County Cricket Club who played for his club for two consecutive seasons immediately prior to his First-Class registration, the club being a member of this league. c. Category 3 – 1) A club professional – a player receiving remuneration, financial inducement or benefit in any form a club, its sponsors, its other player, or any third party acting on the club’s behalf, the club being a member of this league or any other registered ECB league. 2) A County professional – a player with a First-Class County Cricket Club who is a Registered Cricketer with the ECB and does not qualify under Category 2 3) Ex County professional – a cricket who though not currently registered with the ECB by a First-Class County Cricket Club has been registered in either of the previous two seasons 4) Overseas Player – any player aged seventeen or over on 1st September of the previous year who was not born in the United Kingdom unless he has been resident in the UK for two consecutive years immediately prior to his registration, during which time absence from the UK shall not have exceeded 35 days consecutively or 70 days in total, in which circumstances the player may be categorised as 3e. d. Category 3e – A cricketer, no qualified under Category 1, 2 or 3 but who is Ordinarily Resident* *Ordinarily Resident – for the purposes of this League, ‘Ordinarily Resident’ is determined on the basis that the player has been resident in England and Wales for a minimum of 18 months before 31st March in the relevant year and he has not been out of England and Wales for longer than 35 days consecutively or 70 days total during the previous two years. (11) A club may register an unlimited number of players in each category but may not play more than two Category 2 and/or Category 3 players in any game. (12) No player shall be allowed to play for more than one club in one season without both clubs and League
