51 Secretary’s approval and then only if he is financially up to date with the club he is leaving. To transfer from one club to another, then an official transfer form must be completed containing the signatures of both Club Secretary’s. The transfer will take effect from 7 days of receipt by the League Secretary. The player shall not play for any club in the League during the period. No transfers are allowed between 18th July and the end of the club to which the player wishes to be transferred to current season except in accordance with sub-clause (9) for this clause. (13) A player shall be entitled to a temporary transfer (“Loan Player”) of a fixed duration to a maximum of 14 days up to and including 18th July. A Loan Player may play after this date but the temporary transfer must be submitted by this deadline. Loan requirements are as follows: a. Where a player is intending to temporarily transfer to another club, the intended club MUST inform the League Secretary AND the Publicity Officer in writing (which must be by letter or email) stating the player’s name, the player’s date of birth, the duration of the temporary transfer and confirmation from the player’s parent club that they are in agreement with the temporary transfer BEFORE the player plays in any matches for their intended club. The player will not be entitled to play for their parent club for the duration of the temporary transfer. b. Both the Parent Club and the Intended Club shall be solely responsible for ensuring all aspects of Child Welfare provision are satisfactorily adhered to c. If the Loan move is subsequently made permanent, then this must be in accordance with sub-clause 12 of this clause. (14) Each club shall give to the opposing Captain and, where appointed, neutral umpires, before the commencement of the game a list of players who will be participating for their side in accordance with ECB guidelines. (15) Any club in default of this rule must be reported to the League Secretary. (16) Any club which plays an ineligible player or a player under an incorrect catergory shall be deducted a minimum of 3 points and shall pay a fee as decided by the Disciplinary sub-Committee. 39. Clubs with two teams (1) A club may have no more than two teams in the League with the second team being designated the 2nd XI and first team the 1st XI. (2) The 2nd XI team shall not play in the same division as the 1st XI. (3) Should the 2nd XI finish in a position that would normally game them promotion to the same division as the 1st XI, then the team finishing immediately below shall, in the normal course of events, gain promotion. (4) If the first team is relegated to the same division as the 2nd XI, then the 2nd XI shall also be relegated and one less team shall be relegated from that division. (5) A club with two sides may only have one vote on any matter regarding the League in accordance with this constitution. 40. Arrangement of Fixtures (1) All fixtures shall be arranged on a schedule decided by the Management Committee. (2) All matches shall be played on a Wednesday evening except under special circumstances when another night may be arranged subject to the League Secretary’s permission. (3) Any changes to any fixtures must be made within 28 days of the fixtures being issued. Clubs must mutually agree to any change and the League Secretary informed immediately of the change. (4) No fixture can be changed after 28 days of issue unless exceptional circumstances prevail, and then subject to the League Secretary’s approval. (5) All rearranged games must be played no later than 28 days after the original scheduled date and no fixture can be rearranged to be played after the clubs final scheduled fixture unless in exceptional circumstances and only with the League Secretary’s approval. (6) When rescheduling of fixtures are taking place, the full integrity of the League must be maintained and all final matches of the season involving clubs that may be promoted or relegated must, unless a fixture has been rearranged to be brought forward, be played on the same date and commence at the same time. 41. Non-fulfilment of Fixtures/Postponements (1) Clubs failing to fulfil fixtures shall pay a fee for each offence and the defaulting club shall have 3 points deducted. (2) Both teams in all cases must go to the Ground or Club House, unless mutual agreement to abandon the game has been reached, but not earlier than 3.00 pm and not later than 5.00 pm on the day of the match or 4.30 pm where neutral umpires are appointed. (3) The home club must make contact with one of the contacts provided if a game is liable to be postponed. (4) If neither of their contacts is going to be available for any reason to receive a phone call on the day of the match, the away club must make contact with the home club ahead of the game and provide the name of an alternative contact. (5) If the home club is unable to make personal contact with either of the contacts then the League Secretary
